【摘要】：國務(wù)院于2011年印發(fā)《社會養(yǎng)老服務(wù)體系建設(shè)規(guī)劃(2011-2015)》,各級政府積極響應(yīng),并整合社會各類資源,逐步建立了以“居家養(yǎng)老為主、社區(qū)養(yǎng)老為依托、機構(gòu)養(yǎng)老為補充”的新型社會養(yǎng)老服務(wù)體系。然而鑒于資源有限、基礎(chǔ)薄弱等因素的制約,廣大農(nóng)村地區(qū)社會養(yǎng)老服務(wù)事業(yè)的發(fā)展依然舉步維艱。如何對農(nóng)村社會養(yǎng)老服務(wù)進行評價,發(fā)現(xiàn)并解決服務(wù)過程中存在的問題,對提升農(nóng)村社會養(yǎng)老服務(wù)水平具有重要的指導(dǎo)意義。理論上講,了解農(nóng)村社會老年居民對社會養(yǎng)老服務(wù)的期待(重要性)和績效(滿意度)的感知,是改善農(nóng)村社會養(yǎng)老服務(wù)水平的一個重要途徑。如果大多數(shù)農(nóng)村老年居民對所提供的某項養(yǎng)老服務(wù)抱有很高的期待,而對實際情況的感知又不夠滿意,那就意味著,從滿足農(nóng)村老年居民養(yǎng)老需求的角度看,政府應(yīng)該采取某些措施,來提升該項服務(wù)的供給能力。為此,筆者基于文獻研究整理,以“重要性”和“滿意度”兩個維度作為切入點,利用扎根理論針對青州市農(nóng)村社會養(yǎng)老服務(wù)狀況進行了實地調(diào)研與訪談,初步構(gòu)建了其社會養(yǎng)老服務(wù)居民滿意度評價指標(biāo)體系X(1);然后通過預(yù)調(diào)查獲取數(shù)據(jù),利用多種指標(biāo)鑒別力分析方法對指標(biāo)進行了精煉篩選,進而確定了包括“社區(qū)環(huán)境建設(shè)、為老服務(wù)設(shè)施、經(jīng)濟支持狀況、日常生活照料、醫(yī)療保健服務(wù)、精神慰藉服務(wù)、休閑娛樂服務(wù)和服務(wù)人員素質(zhì)”等八個方面的青州市農(nóng)村社會養(yǎng)老服務(wù)居民滿意度評價指標(biāo)體系X(2);并利用正式調(diào)查數(shù)據(jù)進行了問卷的信度、效度分析,確保了調(diào)查數(shù)據(jù)的可靠性和一致性。利用“重要性—滿意度”績差分析法和優(yōu)先行動矩陣工具進行了實證分析。同時,以重要性維度為權(quán)重,構(gòu)建了居民滿意度指數(shù)模型,測算了青州市7個鄉(xiāng)鎮(zhèn)的社會養(yǎng)老服務(wù)居民滿意度指數(shù)并進行了比較分析。研究發(fā)現(xiàn),青州市農(nóng)村社會養(yǎng)老服務(wù)存在“為老服務(wù)設(shè)施建設(shè)不完善、醫(yī)療保健服務(wù)不能滿足農(nóng)村老年居民基本醫(yī)療需求和服務(wù)人員素質(zhì)差”等問題,并對所存在問題的成因進行了分析,提出了“拓寬資金籌資渠道加強農(nóng)村社會養(yǎng)老服務(wù)基礎(chǔ)設(shè)施建設(shè)、建立覆蓋所有農(nóng)村老年居民的醫(yī)療保健體系和培養(yǎng)專業(yè)化養(yǎng)老服務(wù)人才,加強服務(wù)人才隊伍建設(shè)”等問題解決對策;同時,根據(jù)不同村鎮(zhèn)居民滿意度指數(shù)的分析,提出了提升青州市農(nóng)村社會養(yǎng)老服務(wù)滿意度水平的激勵策略。
[Abstract]:In 2011 the State Council issued "the planning and construction of social old-age service system (2011-2015) >, all levels of government to respond positively, and integrate various social resources, gradually establish a" home-based care, community care as the basis, the new social pension service system for pension institutions ". However, in view of the limited resources constraints, weak foundation and other factors the development of the society, pension services in rural areas is still very difficult. How to evaluate the rural social endowment service, find and solve the main problems in the process of service, has an important guiding significance for improving the service level of rural society. In theory, understand the rural social elderly residents looking for social endowment service (importance) and performance (satisfaction) perception is an important way to improve the level of rural social pension services. If the majority of rural elderly residents Provide a service for the aged have high expectations, and the actual situation of perception is not satisfied, that means, from the needs of rural elderly residents pension demand perspective, the government should take some measures to improve the supply capacity of the service. Therefore, the literature research based on "two finishing. The dimensions of importance" and "satisfaction" as the starting point, using the grounded theory to field research and interviews in rural social pension services in Qingzhou City, established the social endowment service residents satisfaction evaluation index system of X (1); and then get the data through the pre survey, analysis of indicators are refined by screening a variety of indicators to determine the discrimination, including "the construction of community environment, the old service facilities, economic support, life care, health care, spiritual comfort, leisure and entertainment X satisfaction evaluation index system of rural social endowment service of residents in Qingzhou city from eight aspects of music services and quality of service staff "(2); the analysis of validity and the reliability of the questionnaire, using the survey data, to ensure the reliability of the survey data and consistency. At the same time, the importance of dimensions as the weight of the building residents' satisfaction index model, calculates the index of satisfaction of residents social pension services in 7 townships in Qingzhou city were analyzed. The study found that the existence of "rural social pension services for the elderly in Qingzhou service facilities is not perfect medical and health care services can not meet the problem of quality of rural elderly residents basic medical needs and service personnel and the causes of poor", the problems are analyzed, put forward" Broaden the financing channels to strengthen the rural social endowment service infrastructure, the establishment of covering all the elderly residents of rural health care system and training specialized personnel pension services, strengthen the service personnel construction and countermeasures; at the same time, according to the analysis of index of satisfaction of different rural residents, we put forward some incentive strategies to enhance the level of rural social endowment service satisfaction the city of Qingzhou.
