【摘要】：農(nóng)民收入的增長是農(nóng)村經(jīng)濟(jì)發(fā)展的重要一環(huán),農(nóng)村的富裕程度不僅要看美麗鄉(xiāng)村的建設(shè)情況,更重要的是要保證農(nóng)民收入持續(xù)穩(wěn)定增長。進(jìn)入新世紀(jì),農(nóng)業(yè)的經(jīng)濟(jì)形勢發(fā)生了很大變化,農(nóng)民的收入結(jié)構(gòu)也隨之改變。解決制約農(nóng)業(yè)增收的問題,優(yōu)化農(nóng)民的收入結(jié)構(gòu)是最有效的手段。本文在對(duì)明水縣農(nóng)民各項(xiàng)收入數(shù)據(jù)進(jìn)行統(tǒng)計(jì)整理的基礎(chǔ)上,從分析農(nóng)民收入的各個(gè)構(gòu)成要素入手,找出制約明水農(nóng)民增收的因素,提出優(yōu)化農(nóng)民收入結(jié)構(gòu)的對(duì)策建議。首先,通過查閱明水縣志等相關(guān)文獻(xiàn)資料,了解明水縣基本的自然資源情況及實(shí)行家庭聯(lián)產(chǎn)承包責(zé)任制后明水縣農(nóng)業(yè)、農(nóng)村經(jīng)濟(jì)和農(nóng)民收入的發(fā)展過程,確定了本文研究的主要目的是為了優(yōu)化農(nóng)民的收入結(jié)構(gòu),促進(jìn)農(nóng)民增收。其次,通過對(duì)近年明水縣國民統(tǒng)計(jì)資料中涉及農(nóng)民收入的數(shù)據(jù)的整理對(duì)比,分析明水縣農(nóng)民收入現(xiàn)狀及變化情況,得出家庭經(jīng)營性收入的占比最大,工資性收入的占比總體處于上升趨勢但不穩(wěn)定,轉(zhuǎn)移性收入和財(cái)產(chǎn)性收入的占比較小。采用比較分析法分析各項(xiàng)收入對(duì)農(nóng)民純收入貢獻(xiàn)率的變化情況,得出家庭經(jīng)營性收入依然是農(nóng)民純收入的主要來源,工資性收入隨著勞動(dòng)力轉(zhuǎn)移的加快正逐漸提高,財(cái)產(chǎn)性收入和轉(zhuǎn)移性收入貢獻(xiàn)較小,而且來源相對(duì)固定。通過歸納分析,從宏觀經(jīng)濟(jì)形勢、農(nóng)業(yè)政策、農(nóng)業(yè)生產(chǎn)條件、農(nóng)產(chǎn)品銷售、農(nóng)村勞動(dòng)力轉(zhuǎn)移等多個(gè)方面找出影響農(nóng)民各項(xiàng)收入的因素及影響機(jī)制,并提出存在的問題。最后,借鑒國內(nèi)其他地區(qū)的農(nóng)業(yè)結(jié)構(gòu)的優(yōu)化思路,利用規(guī)范分析法,為農(nóng)民收入結(jié)構(gòu)的優(yōu)化指出方向,為農(nóng)民增收提供幫助,提出具有地域特點(diǎn)的建設(shè)性意見。主要對(duì)策有把握宏觀經(jīng)濟(jì)形勢,發(fā)揮優(yōu)秀農(nóng)業(yè)政策對(duì)農(nóng)業(yè)發(fā)展的促進(jìn)作用,加大農(nóng)村勞動(dòng)力轉(zhuǎn)移力度,改善農(nóng)業(yè)生產(chǎn)條件和農(nóng)村生活水平,加快農(nóng)產(chǎn)品市場流通,完善農(nóng)業(yè)保障制度等。
[Abstract]:The increase of farmers' income is an important link in the development of rural economy. The degree of rural affluence should not only depend on the construction of beautiful villages, but also ensure the sustained and steady growth of farmers' income in the new century. The economic situation of agriculture has changed greatly, and the income structure of farmers has also changed. Optimizing the income structure of farmers is the most effective means. Based on the statistical analysis of the income data of farmers in Mingshui County, this paper starts with the analysis of the components of farmers' income. Find out the factors restricting the increase of income of farmers in Mingshui, put forward the countermeasures and suggestions to optimize the structure of farmers' income. First, through consulting the records of Mingshui County and other relevant literature. To understand the basic natural resources of Mingshui County and the development process of agriculture, rural economy and farmers' income after the implementation of household contract responsibility system. Determine the main purpose of this study is to optimize the income structure of farmers, promote farmers' income. Secondly, through the national statistical data of Mingshui County in recent years related to the income of farmers collated and compared. By analyzing the present situation and changes of farmers' income in Mingshui County, it is concluded that the proportion of household operating income is the largest, and the proportion of wage income is on the rise, but unstable. Transfer income and property income accounted for relatively small. Using comparative analysis of income to farmers' net income contribution rate changes, it is concluded that household operating income is still the main source of farmers' net income. Wage income with the acceleration of labor transfer is gradually increasing, property income and transfer income contribution is small, and the source is relatively fixed. Through induction and analysis, from the macroeconomic situation, agricultural policy. Agricultural production conditions, agricultural products sales, rural labor transfer and other aspects to find out the factors affecting farmers' income and the impact mechanism, and put forward the existing problems. Finally. Drawing lessons from the optimization of agricultural structure in other regions of China, using the normative analysis method, the paper points out the direction for the optimization of farmers' income structure, and provides help for the increase of farmers' income. Put forward constructive suggestions with regional characteristics. The main countermeasures are to grasp the macroeconomic situation, give play to the role of excellent agricultural policies to promote agricultural development, and increase the transfer of rural labor force. We will improve agricultural production conditions and rural living standards, speed up the circulation of agricultural products, and improve the agricultural security system.
