【摘要】：自從林權(quán)改革以來,我國林地流轉(zhuǎn)取得了可喜的成績,并且集體林產(chǎn)權(quán)制度改革仍在不斷深化,相關(guān)配套法律法規(guī)日臻完善,集體林地流轉(zhuǎn)行為日益規(guī)范。在我國經(jīng)濟(jì)發(fā)展轉(zhuǎn)型、城市化進(jìn)程穩(wěn)步推進(jìn)的大環(huán)境下,農(nóng)戶參與第二、第三產(chǎn)業(yè)的機(jī)會日益增多,影響農(nóng)戶林地流轉(zhuǎn)行為的因素變得更為復(fù)雜。隨著林權(quán)改革的深入,不同地區(qū)的林地流轉(zhuǎn)發(fā)展水平層次不齊,在此大背景下,研究集體林林地流轉(zhuǎn)的影響因素將更富有現(xiàn)實(shí)意義。作者通過閱讀文獻(xiàn)資料,在了解國內(nèi)林地流轉(zhuǎn)的總體狀況的基礎(chǔ)上,結(jié)合對安徽廣德縣和浙江安吉縣的實(shí)地調(diào)研,研究了兩地林地流轉(zhuǎn)的特點(diǎn)及相關(guān)政策,對兩地的流轉(zhuǎn)模式進(jìn)行了對比研究。然后,該文采用了問卷調(diào)查的方法,結(jié)合前人的相關(guān)研究對影響林地流轉(zhuǎn)意愿的因素進(jìn)行了定量分析。最后,該研究對比分析了安吉縣和廣德縣林地流轉(zhuǎn)的宏觀影響因素。在以上分析的基礎(chǔ)上,該研究得出結(jié)論,并提出相關(guān)政策建議,認(rèn)為政策差異是林地流轉(zhuǎn)的重要影響因素,應(yīng)當(dāng)積極推廣林地流轉(zhuǎn)先進(jìn)地區(qū)的林地流轉(zhuǎn)經(jīng)驗(yàn),提高林地流轉(zhuǎn)水平,需要提高城鎮(zhèn)化水平、農(nóng)村生活水平、拓寬非農(nóng)就業(yè)的渠道、提高交通便利度,規(guī)范林地產(chǎn)權(quán)流轉(zhuǎn),發(fā)揮服務(wù)型政府職能。
[Abstract]:Since the reform of forest rights, forest land circulation in China has made gratifying achievements, and the reform of collective forest property rights continues to deepen, the perfection of related laws and regulations, collective forest land circulation behavior is standard in our country. The transformation of economic development, and steadily push forward the process of the city environment, farmers to participate in the second, the third industry the opportunity to become increasingly, influence factors of farmers'forest transfer behavior is more complex. With the deepening of forest tenure reform, levels in different regions of the forest land development level is uneven, in this background, to study the influencing factors of collective forest land circulation will be more meaningful. Through reading literature, on the basis of understanding the general situation of domestic circulation of forest land on the combination of field research in Anhui Guangde county and Zhejiang County of Anji, study the characteristics of the two circulation woodland and related policies of the two A comparative study of the circulation mode. Then, this paper adopts the method of questionnaire survey, combined with previous related research for quantitative analysis of the factors affecting the willingness of forestland transfer. Finally, this study analyzes the macro effects of woodland in Anji county and Guangde County circulation factors. On the basis of the above analysis, the the research conclusion, and puts forward relevant policy suggestions, that policy differences are important influencing factors of forest land, forest land circulation should actively promote the advanced area of forestland circulation experience, improve the level of forest land, the need to improve the level of urbanization, rural life level, broaden the channels of employment, improve the traffic convenience, of forest property transfer play, service oriented government functions.
