【摘要】：廣東省作為我國自然保護(hù)區(qū)建立時間最早、數(shù)量最多、投入力度最大的省份,在保護(hù)區(qū)建設(shè)速度、規(guī)模方面取得了顯著成效。盡管如此,廣東省自然保護(hù)區(qū)建設(shè)在實踐中重數(shù)量輕質(zhì)量、管理滯后于建設(shè)、保護(hù)與開發(fā)利用矛盾尖銳等一系列問題仍然存在,深刻影響了保護(hù)區(qū)職能的發(fā)揮及其可持續(xù)發(fā)展。因此,對廣東省自然保護(hù)區(qū)有效管理現(xiàn)狀進(jìn)行客觀評價,對制約管理水平的關(guān)鍵問題進(jìn)行科學(xué)診斷,積極探討增進(jìn)保護(hù)區(qū)管理有效性的途徑和方式,是新時期廣東省乃至全國自然保護(hù)事業(yè)亟待解決的核心問題之一。 本文引入有效管理理念和方法,結(jié)合廣東省自然保護(hù)區(qū)建設(shè)管理的實踐,采用頻度分析法、專家咨詢法和層次分析法,較為系統(tǒng)、全面地研究設(shè)計了既有針對性又有普適性的自然保護(hù)區(qū)有效管理評估指標(biāo)體系,包括目標(biāo)層、狀態(tài)層、變量層和要素層,共14類36項100個指標(biāo),并對指標(biāo)評定的標(biāo)準(zhǔn)和方法給予闡釋,使其兼具客觀性、定量性和可操作性等特征。 本文運用所設(shè)指標(biāo)體系對廣東全省213個自然保護(hù)區(qū)的管理有效性進(jìn)行了逐項評分,結(jié)果顯示：廣東省5個國家級自然保護(hù)區(qū)中有20%達(dá)到優(yōu)秀,80%達(dá)到良好；53個省級自然保護(hù)區(qū)中32%達(dá)到優(yōu)秀,60%達(dá)到良好；155個市縣級自然保護(hù)區(qū)中34%達(dá)到優(yōu)秀,49%達(dá)到良好。評估結(jié)果反映出廣東省自然保護(hù)區(qū)在規(guī)劃設(shè)計、管理制度、資源保護(hù)工作、社區(qū)協(xié)調(diào)性等方面取得顯著成就,而在經(jīng)費保障、科研平臺建設(shè)、執(zhí)法職能等方面則有待改善。 針對評估結(jié)果,為促進(jìn)廣東省自然保護(hù)區(qū)的可持續(xù)發(fā)展,本文從自然、經(jīng)濟(jì)、制度三個方面提出十項影響保護(hù)區(qū)管理水平的關(guān)鍵因素,并采用層次分析法確定了其權(quán)重,認(rèn)為其中作用最顯著的三大因素分別是權(quán)屬、資金和開發(fā)利用問題,其權(quán)重分別達(dá)到0.1458、0.3501和0.2003。在此基礎(chǔ)上本文探討了這三個關(guān)鍵因素的表現(xiàn)形式、形成機(jī)理及作用于保護(hù)區(qū)管理的現(xiàn)實路徑,為消除發(fā)展障礙提供理論和實踐依據(jù)。 基于分析結(jié)論,本文針對建設(shè)管理實踐提出改進(jìn)策略,包括開啟廣東省自然保護(hù)區(qū)有效管理評估長期監(jiān)測體系、優(yōu)化自然保護(hù)區(qū)土地產(chǎn)權(quán)制度、拓寬保障自然保護(hù)區(qū)有效管理實現(xiàn)的融資機(jī)制以及完善自然保護(hù)區(qū)有效管理實現(xiàn)的經(jīng)營策略等。
[Abstract]:Guangdong Province, as the province with the earliest establishment time, the largest number and the largest investment, has achieved remarkable results in the speed and scale of nature reserve construction. In practice, a series of problems still exist in the construction of nature reserves in Guangdong Province, such as quantity is less important than quality, management lags behind construction, and the contradiction between protection, exploitation and utilization is sharp, which has deeply affected the function of nature reserves and its sustainable development. The present situation of effective management of nature reserves in Guangdong Province is evaluated objectively, the key problems restricting the management level are scientifically diagnosed, and the ways and means of improving the effectiveness of the management of nature reserves are actively discussed. It is one of the core problems to be solved urgently in Guangdong Province and even the whole country in the new period. This paper introduces the concept and method of effective management, combined with the practice of construction and management of nature reserves in Guangdong Province, adopts frequency analysis method, expert consultation method and analytic hierarchy process. A comprehensive study and design of an effective management evaluation index system for nature reserves, including target layer, state layer, variable layer and element layer, is carried out. There are 36 and 100 indicators in 14 categories. The standard and method of index evaluation are explained to make it objective, quantitative and operable. In this paper, the management effectiveness of 213 nature reserves in Guangdong Province is evaluated by the established index system. The results show that 20% of the 5 national nature reserves in Guangdong Province are good, 32% of the 53 provincial nature reserves are good, and 34% of the 155 city and county nature reserves are excellent and 49% good. All right. The evaluation results reflect the planning and design of the nature reserves in Guangdong Province. Significant achievements have been made in the aspects of management system, resource protection, community coordination, and so on, but it needs to be improved in the aspects of fund guarantee, scientific research platform construction, law enforcement function and so on. In view of the evaluation results, in order to promote the sustainable development of nature reserves in Guangdong Province, this paper puts forward ten key factors that affect the management level of nature reserves from the aspects of nature, economy and system, and uses AHP to determine their weights. It is considered that the three most significant factors are ownership, capital and development and utilization, the weights of which are 0.1458 / 0.3501 and 0.2003.On this basis, the forms of the three key factors are discussed in this paper. The mechanism of formation and the practical path of action in the management of protected areas provide theoretical and practical basis for eliminating obstacles to development. Based on the conclusion of the analysis, this paper puts forward the improvement strategies for the construction management practice, including opening the long-term monitoring system of the effective management evaluation of the nature reserves in Guangdong Province, optimizing the land property rights system of the nature reserves. Broaden the financing mechanism to ensure the effective management of nature reserves and improve the management strategy of effective management of nature reserves.
