【摘要】：隨著我國(guó)經(jīng)濟(jì)、社會(huì)的繁榮穩(wěn)定與持續(xù)發(fā)展,農(nóng)村逐步發(fā)展成為城市居民休閑的樂土、旅游觀光的亮點(diǎn)。由于鄉(xiāng)村生態(tài)旅游具有經(jīng)濟(jì)、社會(huì)文化、生態(tài)環(huán)境、農(nóng)業(yè)創(chuàng)新發(fā)展和城鄉(xiāng)統(tǒng)籌等多方面的積極功效,在我國(guó)得到大力的推廣和發(fā)展。本研究以雙流縣發(fā)展鄉(xiāng)村生態(tài)旅游為例,分析當(dāng)前鄉(xiāng)村生態(tài)旅游存在的相關(guān)問題,并針對(duì)這些問題提出鄉(xiāng)村生態(tài)旅游可持續(xù)發(fā)展的建議和措施,為當(dāng)前鄉(xiāng)村生態(tài)旅游的發(fā)展提供一定的理論支持和實(shí)踐基礎(chǔ)。 雙流縣發(fā)展鄉(xiāng)村生態(tài)旅游具有優(yōu)越的條件,地處成都市西南近郊,經(jīng)濟(jì)發(fā)達(dá),交通便捷,氣候溫和,特色農(nóng)業(yè)牧業(yè)資源豐富,并且具有一定規(guī)模,還形成了以特色農(nóng)牧產(chǎn)品為特色的周邊農(nóng)牧旅游產(chǎn)業(yè)鏈,包括農(nóng)牧旅游紀(jì)念品、住宿、餐飲等產(chǎn)業(yè)。因現(xiàn)階段的鄉(xiāng)村生態(tài)旅游已經(jīng)演變?yōu)榇龠M(jìn)該地農(nóng)村經(jīng)濟(jì)發(fā)展的重要因素,所以受到了雙流縣政府的積極扶持與推廣,得到了廣大農(nóng)民的支持,由此當(dāng)?shù)剞r(nóng)村經(jīng)濟(jì)發(fā)展很迅速。 本文結(jié)合雙流縣的實(shí)際情況,運(yùn)用SWOT分析方法和AHP層次分析方法,對(duì)雙流縣鄉(xiāng)村生態(tài)旅游資源的現(xiàn)狀和發(fā)展?jié)摿M(jìn)行了定性和定量的綜合評(píng)價(jià)。SWOT分析和AHP評(píng)價(jià)均反映出雙流縣鄉(xiāng)村生態(tài)旅游開發(fā)已跨入市場(chǎng)需求導(dǎo)向時(shí)期,由于群眾基礎(chǔ)扎實(shí)、資源特色突出,當(dāng)前的社會(huì)經(jīng)濟(jì)環(huán)境好,雙流縣鄉(xiāng)村生態(tài)旅游具有良好的發(fā)展條件和機(jī)會(huì),開發(fā)潛力處于Ⅱ級(jí),開發(fā)空間很大。與此同時(shí),SWOT分析和AHP評(píng)價(jià)也發(fā)現(xiàn)雙流縣鄉(xiāng)村生態(tài)旅游產(chǎn)業(yè)的供給尚未隨著城市居民旅游需求的變化而產(chǎn)生相應(yīng)的調(diào)整,沒有完全滿足現(xiàn)階段城市旅游消費(fèi)者的需求,主要是旅游商品普遍缺乏創(chuàng)意、文化內(nèi)涵和地域特色,旅游的相關(guān)服務(wù)行業(yè)的運(yùn)營(yíng)、管理不規(guī)范,某些旅游項(xiàng)目存在潛在的環(huán)境生態(tài)問題及旅游市場(chǎng)的開拓與推廣還比較滯后等。 本文認(rèn)為,雙流縣的鄉(xiāng)村生態(tài)旅游開發(fā)必須圍繞特色農(nóng)牧產(chǎn)品,來構(gòu)建可持續(xù)發(fā)展的鄉(xiāng)村旅游模式,并形成完善的服務(wù)保障體系。由此,本文提出了雙流縣實(shí)現(xiàn)鄉(xiāng)村生態(tài)旅游可持續(xù)發(fā)展的八項(xiàng)措施：一是注重生態(tài),綠色發(fā)展；二是整體規(guī)劃,合理布局；三是理論研究,科技支撐；四是優(yōu)化結(jié)構(gòu),創(chuàng)新模式；五是培養(yǎng)人才‘,科學(xué)管理；六是構(gòu)建品牌,組合營(yíng)銷；七是開展合作,謀求共贏；八是加強(qiáng)監(jiān)管,保障安全。將綠色生態(tài)和特色鮮明的農(nóng)業(yè)作為開發(fā)基礎(chǔ),采取“政府-旅游功能區(qū)-市場(chǎng)”的模式,必將成為雙流縣鄉(xiāng)村生態(tài)旅游的可持續(xù)發(fā)展之道。
[Abstract]:With the economic and social prosperity, stability and sustainable development of our country, the rural area has gradually developed into a happy land for urban residents to relax, and a bright spot for tourism. Because rural ecotourism has economic, social and cultural, ecological environment, The positive effects of agricultural innovation and urban and rural planning have been greatly promoted and developed in China. This study takes the development of rural ecotourism in Shuangliu County as an example to analyze the problems existing in rural ecotourism at present. Some suggestions and measures for the sustainable development of rural ecotourism are put forward in order to provide some theoretical support and practical basis for the development of rural ecotourism. The development of rural ecotourism in Shuangliu County has favorable conditions. It is located in the southwestern suburbs of Chengdu. It has developed economy, convenient transportation, mild climate, abundant agricultural and animal husbandry resources with special characteristics, and it has a certain scale. It has also formed a surrounding agro-pastoral tourism industry chain characterized by characteristic agricultural and pastoral products, including agro-pastoral tourism souvenirs, accommodation and catering industries. At this stage, rural ecotourism has evolved into an important factor in promoting the development of the local rural economy. So the Shuangliu county government actively supported and popularized, got the support of the farmers, and the local rural economy developed very quickly. According to the actual situation of Shuangliu County, this paper uses SWOT analysis method and AHP analytic hierarchy process method. The present situation and development potential of rural ecotourism resources in Shuangliu County are analyzed qualitatively and quantitatively. SWOT analysis and AHP evaluation show that the development of rural ecotourism in Shuangliu County has stepped into the market demand-oriented period, because of the solid mass foundation, the rural ecotourism development in Shuangliu County has entered the market demand-oriented period. The characteristics of resources are prominent, the current social and economic environment is good, the rural ecotourism in Shuangliu County has good development conditions and opportunities, and the development potential is in the second grade. At the same time, it is found that the supply of rural ecotourism industry in Shuangliu County has not been adjusted with the change of urban residents' tourism demand. It does not fully meet the needs of urban tourism consumers at this stage, mainly because tourism commodities are generally lacking in creativity, cultural connotations and regional characteristics, and the operation and management of tourism related service industries are not standardized. Some tourism projects have potential environmental and ecological problems and the development and promotion of tourism market are lagging behind. This paper holds that the development of rural ecotourism in Shuangliu County must focus on the characteristic agricultural and pastoral products to construct a sustainable development model of rural tourism and to form a perfect service guarantee system. This paper puts forward eight measures to realize the sustainable development of rural ecotourism in Shuangliu County: one is to pay attention to ecology and green development, the other is overall planning and rational layout, third is theoretical research, scientific and technological support, four is optimizing structure and innovating mode; Five is to train talents and scientific management; six is to build brands and combine marketing; seven is to carry out cooperation and seek win-win results; eight is to strengthen supervision and ensure safety; and to take green ecology and agriculture with distinctive characteristics as the basis for development. Adopting the model of "government-tourism function zone-market" will be the sustainable development of rural ecotourism in Shuangliu County.
