【摘要】：旅游產(chǎn)業(yè)是朝陽(yáng)產(chǎn)業(yè),憑借其經(jīng)濟(jì)效益好、環(huán)境污染少、資源消耗低、帶動(dòng)力強(qiáng)、產(chǎn)業(yè)關(guān)聯(lián)度強(qiáng)、就業(yè)容量大等特點(diǎn),成為了全球經(jīng)濟(jì)發(fā)展中勢(shì)頭最強(qiáng)和規(guī)模最大的產(chǎn)業(yè)之一。經(jīng)濟(jì)后發(fā)展地區(qū)旅游業(yè)發(fā)展戰(zhàn)略問題是近年來(lái)旅游研究的重要議題之一。作為后發(fā)展山區(qū)的懷化來(lái)說,加快旅游產(chǎn)業(yè)發(fā)展有利于提升懷化形象,優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),促進(jìn)地方經(jīng)濟(jì)社會(huì)的可持續(xù)發(fā)展。懷化市旅游資源豐富,但發(fā)展相對(duì)滯后,屬于后發(fā)型旅游目的地城市。在周邊已經(jīng)形成多個(gè)知名旅游目的地的情況下,懷化市旅游業(yè)要實(shí)現(xiàn)超常規(guī)跨越式發(fā)展,就必須找準(zhǔn)自己的獨(dú)特定位,而文化旅游融合發(fā)展是打造懷化旅游獨(dú)特文化品牌、彰顯后發(fā)優(yōu)勢(shì)的有效途徑。文章從懷化旅游資源狀況、旅游發(fā)展實(shí)際情況出發(fā),以經(jīng)濟(jì)和旅游后發(fā)理論、旅游價(jià)值論為指導(dǎo),對(duì)懷化旅游產(chǎn)業(yè)相關(guān)因素進(jìn)行了識(shí)別,剖析懷化旅游產(chǎn)業(yè)的優(yōu)勢(shì)、發(fā)展條件、存在的問題、當(dāng)前面臨的機(jī)遇;在此基礎(chǔ)上,圍繞旅游系統(tǒng),兼顧旅游的宏觀發(fā)展環(huán)境和微觀行業(yè)環(huán)境,進(jìn)行旅游發(fā)展的戰(zhàn)略布局,構(gòu)建懷化旅游產(chǎn)業(yè)的整體框架,確定懷化旅游的戰(zhàn)略目標(biāo)、戰(zhàn)略空間布局,提出政府主導(dǎo)、優(yōu)先發(fā)展、精品帶動(dòng)、宣傳先行、旅游開發(fā)與城市建設(shè)一體化、交通先行、協(xié)調(diào)發(fā)展等戰(zhàn)略對(duì)策。本研究以經(jīng)濟(jì)后發(fā)展理論、旅游系統(tǒng)論來(lái)指導(dǎo)實(shí)踐,是對(duì)旅游后發(fā)展地區(qū)理論研究的深化和實(shí)踐,豐富了研究?jī)?nèi)容,具有一定的理論價(jià)值。同時(shí)立足懷化旅游經(jīng)濟(jì)發(fā)展的實(shí)際情況,遵循發(fā)現(xiàn)問題、提出問題、分析問題、解決問題思路,提出懷化旅游發(fā)展的戰(zhàn)略和發(fā)展思路,一方面,有利于政府改善和調(diào)整旅游產(chǎn)業(yè)政策,通過旅游產(chǎn)業(yè)優(yōu)勢(shì),來(lái)帶動(dòng)懷化這個(gè)后發(fā)展地區(qū)的經(jīng)濟(jì)增長(zhǎng),促進(jìn)經(jīng)濟(jì)可持續(xù)發(fā)展;另一方面,以經(jīng)濟(jì)后發(fā)展地區(qū)的懷化為典型,進(jìn)行實(shí)證研究,對(duì)其他經(jīng)濟(jì)后發(fā)地區(qū)具有實(shí)際借鑒意義。
[Abstract]:The tourism industry is a sunrise industry, with its good economic benefit, less environmental pollution, low resource consumption, strong driving force, strong industry relationship and the characteristics of large capacity of employment, has become one of the strongest and largest scale in the global economic development. Economic development in tourism industry after the development strategy of Tourism industry is one of the important issues tourism research in recent years. As the development of mountainous areas of Huaihua, accelerate the development of the tourism industry is conducive to enhance the image of Huaihua, optimize the industrial structure, promote the sustainable development of local economy and society. Huaihua is rich in tourism resources, but the development is lagging behind, after the hair belongs to the tourism destination. In the city has been formed around a number of well-known tourist destination under the condition of the tourism industry of Huaihua city to achieve extraordinary development, we must find their own unique positioning, and the development of tourism and cultural integration is to build Huaihua tourism alone The special culture brand, effective way to highlight the advantage. From the status of Huaihua tourism resources, tourism development of the actual situation, the economic and the tourism theory, tourism value theory and related factors of the tourism industry in Huaihua in the identification, analysis of the Huaihua tourism industry advantage, development conditions, problems. Current opportunities; on this basis, around the tourism system, both macro and micro environment for the development of the tourism industry environment, the strategic layout of tourism development, to build the overall framework of the tourism industry in Huaihua, determine the strategic objectives of Huaihua's tourism, strategic layout, the government leading, excellent products, preferential development, advance publicity, integration tourism development and construction, city traffic, coordinated development strategy. The research and development in economic theory, tourism system theory to guide the practice of tourism development. Deepening the theoretical and practical study area, enrich the research content, has a certain theoretical value. At the same time based on the actual situation of Huaihua tourism economic development, follow problems, ask questions, analyze problems, problem-solving ideas, put forward Huaihua tourism development strategy and the development of ideas, on the one hand, the government is conducive to the improvement and adjustment of tourism industrial policy, through the tourism industry advantage, to promote Huaihua the development of regional economic growth, promote sustainable economic development; on the other hand, with the economic development after the region of Huaihua as an example, empirical studies, has practical significance for other economic development area.
