【摘要】：區(qū)域旅游一體化越來越成為旅游業(yè)發(fā)展的主流態(tài)勢,而區(qū)域旅游合作則是推動區(qū)域旅游一體化的關鍵動力。“奎-獨-烏”區(qū)域位于天山北坡經濟帶上,區(qū)域旅游合作的條件得天獨厚,卻面臨著一系列困難和挑戰(zhàn)。針對“奎-獨-烏”區(qū)域的實際情況和旅游發(fā)展的總體要求,提出了相應的構想,以期為“奎-獨-烏”區(qū)域旅游一體化的發(fā)展提供借鑒和指導。運用文獻分析法、比較分析法、指標評價法和訪談法,結合協(xié)調論、集聚理論、規(guī)模經濟理論、優(yōu)勢互補和分工合作等相關理論,對“奎-獨-烏”區(qū)域旅游發(fā)展現狀、旅游合作現狀、旅游合作的必要性進行了相應的評價、分析和論證。結合國內成功的旅游合作案例的經驗、啟示和教訓,對奎屯市、獨山子區(qū)和烏蘇市的旅游發(fā)展定位、“奎-獨-烏”區(qū)域旅游合作的動力機制、保障機制和發(fā)展模式進行了重點探討�？偨Y全文,得出如下結論和認識:(1)“奎-獨-烏”區(qū)域旅游合作的必要性顯著;(2)“奎-獨-烏”區(qū)域具備較好的旅游合作條件;(3)“奎-獨-烏”區(qū)域內部差異性大、互補性強,便于各行政單位承接區(qū)域旅游發(fā)展的不同功能。為避免區(qū)域內部旅游同質化發(fā)展引起的矛盾和問題,旅游合作首先要做好差異化定位;(4)“奎-獨-烏”區(qū)域旅游合作存在一系列需要克服的限制性因素;(5)“奎-獨-烏”區(qū)域旅游合作主體的自主合作意識不明顯,需要強有力的旅游合作協(xié)調組織來帶動其合作;(6)“奎-獨-烏”區(qū)域需要迅速采用相應的旅游合作機制和模式。
[Abstract]:Regional tourism integration is becoming the mainstream trend of tourism development, and regional tourism cooperation is the key driving force to promote regional tourism integration. "Kui-Du-Wu" region is located on the northern slope of Tianshan Mountain economic belt. The condition of regional tourism cooperation is unique, but it faces a series of difficulties and challenges. According to the actual situation of "Kui-Du-Wu" region and the overall requirements of tourism development, the corresponding conception is put forward. In order to provide reference and guidance for the development of regional tourism integration of "Qui-Du-Wu", the paper uses literature analysis method, comparative analysis method, index evaluation method and interview method, combined with coordination theory, agglomeration theory, scale economy theory. Based on the theories of complementary advantages and division of labor, the paper evaluates the present situation of regional tourism development, the present situation of tourism cooperation and the necessity of tourism cooperation. Analysis and argumentation. Combined with the experience, inspiration and lessons of successful domestic tourism cooperation cases, the tourism development positioning of Kuitun, Dushanzi and Uru, and the motive mechanism of "Kui-Du-Wu" regional tourism cooperation. The paper summarizes the full text and concludes the following conclusions and the necessity of the regional tourism cooperation between Kui-Du-Wu and Kui-Du-Wu; (2) the "Kui-Du-Wu" region has better conditions for tourism cooperation; (3) the "Kui-Du-Wu" region is different and complementary, which is convenient for the administrative units to undertake the different functions of regional tourism development, in order to avoid the contradictions and problems caused by the homogenous development of tourism in the region. The first step of tourism cooperation is to make the differentiation orientation well. (4) there are a series of restrictive factors to overcome in the regional tourism cooperation of "Kui-Du-Wu"; (5) the independent cooperation consciousness of "Kui-Du-Wu" regional tourism cooperation subject is not obvious, so it needs strong tourism cooperation coordination organization to promote its cooperation; The Kui-du-Wu region needs to adopt the corresponding mechanism and mode of tourism cooperation quickly.
