上海輸電線路非計劃停役經(jīng)濟成本定價策略研究

【摘要】:輸電線路非計劃停役,是指除電力公司正常的周期性檢修、年度計劃性改建項目以外的、由用戶或市政改建需要、外力破外等所導致的輸電線路非正常停役。目前國內(nèi)外對這一領(lǐng)域的研究還不多。非計劃停役會改變網(wǎng)絡(luò)結(jié)構(gòu),對電力調(diào)度和線路檢修等造成影響,甚至威脅電網(wǎng)的安全穩(wěn)定運行,給電力公司帶來額外的經(jīng)濟負擔,因此需要給予電力公司一定的經(jīng)濟補償。國內(nèi)電力系統(tǒng)的規(guī)劃與運行部門對非計劃停役改建經(jīng)濟成本補償定價機制的研究還停留直接工程費用的收取,對由于停役所造成的電網(wǎng)影響基本都是定性評估,多是依賴人的經(jīng)驗,沒有數(shù)量上的衡量標準和具體評價指標。由于補償方式在許多方面缺乏理論依據(jù),使得電力公司與客戶和市政部門矛盾重重,一定程度上造成了電力與客戶的矛盾。因此有必要深入研究輸電線路非計劃停役對電網(wǎng)的影響,制定一套公平合理的經(jīng)濟補償原則來解決這一問題。本文緊緊圍繞上海地區(qū)超高壓輸電線路運行管理中所碰到的非計劃停役問題,深刻剖析了非計劃停役對電力系統(tǒng)產(chǎn)生的影響,重點對輸電線路非計劃停役涉及相關(guān)業(yè)務(wù)的定價機制問題進行了全面的探討,圍繞目前經(jīng)濟成本的核算方法,有針對性地探討了輸電線路非計劃停役的經(jīng)濟成本定價的原則,創(chuàng)新性提出一套輸電線路非計劃停役的經(jīng)濟成本定價模型,在評價非計劃停役對電網(wǎng)造成的影響的基礎(chǔ)上,定量計算出電力公司應(yīng)得的經(jīng)濟補償。并通過實例進一步驗證了該方法的可行性,證明了該經(jīng)濟成本定價策略的有效性和可推廣性。
[Abstract]:The non-planned stop service of transmission line refers to the abnormal stop service of transmission line caused by the need of the user or municipal reconstruction and the breaking of external force, except for the normal periodic maintenance and annual planned rebuilding project of the power company. At present, there is not much research on this field at home and abroad. Unplanned shutdown will change the network structure, affect the power dispatching and line maintenance, even threaten the safe and stable operation of the power network, bring additional economic burden to the power companies, so it is necessary to give certain economic compensation to the power companies. The domestic power system planning and operation departments' research on the economic cost compensation pricing mechanism of non-planned outage and remodeling also stays at the collection of direct project costs, which is basically qualitative evaluation of the impact of the power network caused by the shutdown. Most rely on human experience, there is no quantitative measurement and specific evaluation indicators. Due to the lack of theoretical basis in many aspects of compensation, power companies and customers and municipal departments are full of contradictions, to a certain extent, resulting in the contradiction between electricity and customers. Therefore, it is necessary to deeply study the influence of unplanned stop service on the power network and formulate a set of fair and reasonable economic compensation principles to solve this problem. This paper focuses on the unplanned shutdown problems encountered in the operation and management of UHV transmission lines in Shanghai area, and deeply analyzes the influence of unplanned shutdown on the power system. In this paper, the pricing mechanism of unplanned stop service of transmission line is discussed in detail, and the principle of economic cost pricing of unplanned stop service of transmission line is discussed according to the current accounting method of economic cost. A set of economic cost pricing model for unplanned shutdown of transmission lines is proposed. On the basis of evaluating the impact of unplanned shutdown on power network, the economic compensation due to power companies is calculated quantitatively. The feasibility of the method is further verified by an example, and the validity and extensibility of the economic cost pricing strategy are proved.
