【摘要】：正目前,許多高校在經(jīng)費(fèi)普遍偏緊的情況下,用于基本支出的比例一般較大,而發(fā)展經(jīng)費(fèi)占比則較小,這嚴(yán)重影響了高校自身的發(fā)展速度和辦學(xué)水平的提高。筆者認(rèn)為,要加強(qiáng)專項(xiàng)資金管理、提升資金的使用效益,就必須建立專項(xiàng)申報(bào)、論證、評(píng)審、實(shí)施、評(píng)價(jià)一整套完整的管理體系。(一)專項(xiàng)申請(qǐng)應(yīng)有所側(cè)重首先,要防止專項(xiàng)預(yù)算平均分配。對(duì)高校內(nèi)部二級(jí)預(yù)算單位的專項(xiàng)預(yù)算應(yīng)采用零基預(yù)算法,不保底,不封頂,
[Abstract]:At present, many colleges and universities are generally tight in funding, the proportion of basic expenditure is generally larger, while the proportion of development funds is small, which seriously affects the speed of development of universities and the improvement of the level of running a school. The author believes that in order to strengthen the management of special funds and enhance the efficiency of the use of funds, it is necessary to establish a complete set of management system for special application, demonstration, evaluation, implementation and evaluation. 1. Special applications should be focused on, first, to prevent the equal distribution of special budgets. For the special budget of the secondary budget units in colleges and universities, the zero-based budget method should be adopted.
