【摘要】：根據(jù)資金管理理論研究和實(shí)踐經(jīng)驗(yàn)的總結(jié),本文筆者針對(duì)資金結(jié)算中心系統(tǒng)進(jìn)行了系統(tǒng)設(shè)計(jì)和實(shí)施的論述。本文以一家醫(yī)藥企業(yè)為例,結(jié)合電子商務(wù)業(yè)務(wù)開(kāi)展的新環(huán)境下,運(yùn)用先進(jìn)的財(cái)務(wù)信息化管理思路和系統(tǒng)工具,整理設(shè)計(jì)了一套用于資金集中管理的信息管理系統(tǒng),以此來(lái)改變現(xiàn)有的資金管理模式和具體方法,確保推動(dòng)企業(yè)的資金管理水平的提升。我們的目標(biāo)是實(shí)現(xiàn)企業(yè)加強(qiáng)集權(quán)管理和節(jié)約財(cái)務(wù)成本的目標(biāo)。在充分分析案例企業(yè)存在管理低效、財(cái)務(wù)費(fèi)用較高等問(wèn)題后,定位系統(tǒng)需求是要建設(shè)高效、安全的資金結(jié)算中心系統(tǒng)來(lái)提高企業(yè)資金管理效益。確定建設(shè)思路是以信息安全為基礎(chǔ),以業(yè)務(wù)應(yīng)用為核心,統(tǒng)籌規(guī)劃與分布實(shí)施,統(tǒng)一設(shè)計(jì)與建設(shè)標(biāo)準(zhǔn),技術(shù)與管理相結(jié)合。主要途徑一是通過(guò)銀企直連進(jìn)行企業(yè)與銀行平臺(tái)互聯(lián),提升結(jié)算效率并自動(dòng)更新資金數(shù)據(jù)信息流從而實(shí)時(shí)掌控。二是預(yù)算計(jì)劃控制進(jìn)行收支執(zhí)行過(guò)程控制,準(zhǔn)確、實(shí)時(shí)掌握資金預(yù)算進(jìn)度。三是通過(guò)系統(tǒng)應(yīng)用全面監(jiān)控集團(tuán)完整的資金存量與資金流量情況,建立各級(jí)單位共享、快速、實(shí)時(shí)的資金監(jiān)控通道。四是系統(tǒng)可實(shí)時(shí)根據(jù)銀行的收支指令,及時(shí)確認(rèn)交易對(duì)象的賬戶資金入賬。四是展開(kāi)了圍繞資金收支全程管理的業(yè)務(wù)需求分析,設(shè)計(jì)系統(tǒng)的應(yīng)用架構(gòu)和集成方案,并最終通過(guò)系統(tǒng)實(shí)施方案付諸實(shí)際運(yùn)行。本文通過(guò)設(shè)計(jì)現(xiàn)金管理、授信管理、資金計(jì)劃、資金調(diào)度、資金監(jiān)控、資金結(jié)算等七大子模塊,揭示了資金結(jié)算中心管理模式的具體系統(tǒng)應(yīng)用功能和流程組成部分,并對(duì)各子模式進(jìn)行了概念界定和維度析取,進(jìn)而構(gòu)建了完整的系統(tǒng)解決方案。研究的結(jié)論是：通過(guò)設(shè)計(jì)和實(shí)施應(yīng)用資金結(jié)算中心信息系統(tǒng)來(lái)進(jìn)行資金管理是能帶來(lái)效益的,對(duì)于提高企業(yè)資金管理水平來(lái)說(shuō)具有極高的價(jià)值。
[Abstract]:Based on the research of fund management theory and the summary of practical experience, the author discusses the system design and implementation of the fund settlement center system. In this paper, taking a pharmaceutical enterprise as an example and combining with the new environment of e-commerce business, using advanced financial information management ideas and system tools, a set of information management system for centralized fund management is designed. In order to change the existing capital management model and specific methods to ensure the promotion of the level of capital management. Our goal is to achieve the goal of enterprises to strengthen centralized management and save financial costs. After fully analyzing the problems of inefficient management and high financial expenses in case enterprises, the requirement of positioning system is to build an efficient and secure fund clearing center system to improve the efficiency of enterprise fund management. The idea of construction is based on information security, with business application as the core, overall planning and distribution implementation, unified design and construction standards, and combination of technology and management. The main way is to connect the enterprise and the bank platform through the direct connection of banks and enterprises, improve the settlement efficiency and automatically update the information flow of capital data so as to control in real time. Second, budget planning control for revenue and expenditure implementation process control, accurate, real-time control of capital budget progress. The third is to monitor the whole capital stock and fund flow of the group through the system application, and establish the funds monitoring channel of all levels units sharing, fast and real time. Fourth, the system can confirm the transaction object's account funds in real time according to the bank's income and expenditure order. The fourth part is to analyze the business requirements around the whole process of fund income and expenditure management, design the application framework and integration scheme of the system, and finally put it into practice through the implementation of the system. By designing seven sub-modules, such as cash management, credit management, fund planning, fund dispatch, fund monitoring and fund settlement, this paper reveals the specific system application functions and process components of the fund settlement center management model. The concept and dimension of each sub-pattern are defined, and a complete system solution is constructed. The conclusion of the study is that fund management by designing and implementing the fund clearing center information system can bring benefits and is of great value to improve the level of enterprise capital management.
