【摘要】：正做好高校二級財務(wù)預(yù)算管理改革,對于優(yōu)化配置教育資源、提升教學(xué)質(zhì)量、提高辦學(xué)效益和辦學(xué)水平非常有益。我國有些高校已經(jīng)嘗試或正在實施把部分財務(wù)權(quán)力下放到學(xué)院的二級預(yù)算管理模式,但總體而言,既有的改革模式存在層次不高、范圍不廣、機制不全等問題。因此,要實現(xiàn)高校二級財務(wù)預(yù)算管理改革
[Abstract]:It is very beneficial to optimize the allocation of educational resources, improve the quality of teaching, and improve the efficiency and level of running a school.Some colleges and universities in our country have tried or are implementing the second level budget management mode of devolving part of financial power to colleges, but generally speaking, the existing reform mode has some problems, such as low level, not wide scope, incomplete mechanism and so on.Therefore, it is necessary to realize the reform of secondary financial budget management in colleges and universities.
