【摘要】：論文選擇《遼寧潔運能源有限公司LNG加氣站工程項目》為背景項目開展研究。從“籌資視角”、“不確定性視角”、“資本結(jié)構(gòu)視角”等三個側(cè)面研究企業(yè)財務風險問題�；I資視角下的企業(yè)財務風險主要是長短期借款的償還風險。經(jīng)測算,項目融資風險極低。不確定性視角下的企業(yè)財務風險因素主要包括：政策法律風險、資源風險、質(zhì)量安全環(huán)保風險等因素。不確定性視角下的企業(yè)財務風險最終會影響項目的投資額、銷售量；產(chǎn)品進銷差價和人工費用等影響經(jīng)營成本。資本結(jié)構(gòu)視覺下的財務風險主要是股權(quán)資本風險。采用定量評價法定量評價項目財務風險,采用模糊評價評價項目財務風險,同時,剖析了財務風險的成因,提出了項目財務風險控制對策：一是規(guī)范項目公司治理結(jié)構(gòu)；二是建立財務風險預警系統(tǒng)。政策建議：加氣站規(guī)模偏小,類似于手工作坊,應該擴大加氣站建設規(guī)模,允許社會資金介入,同時,商業(yè)銀行應該降低信貸門檻,為加氣工程提供更多的貸款。改善資本結(jié)構(gòu),發(fā)揮財務杠桿作用,降低財務風險。政府應該放開“油改氣”限制,提高車輛對天然氣的需求量,進而擴大天然氣的銷售量,降低加氣站的運營風險。
[Abstract]:This paper chooses "Liaoning Jiayun Energy Co., Ltd. LNG filling Station Project" as the background project to carry out the research. From "financing perspective", "uncertainty perspective", "capital structure perspective" to study the enterprise financial risk problem from three aspects: "financing perspective", "uncertainty perspective", "capital structure perspective". The financial risk of enterprises from the perspective of financing is mainly the repayment risk of short-term and long-term borrowing. Project financing risk is very low. The financial risk factors of enterprise under the uncertainty perspective mainly include: policy and law risk, resource risk, Quality, safety, environmental protection risk and other factors. The enterprise financial risk under the uncertainty perspective will ultimately affect the project investment, sales volume; The financial risk under the capital structure is mainly equity capital risk. The quantitative evaluation method is used to evaluate the project financial risk, the fuzzy evaluation method is used to evaluate the project financial risk, and at the same time, This paper analyzes the causes of financial risks, and puts forward some countermeasures for controlling project financial risks: first, standardizing the governance structure of project companies; secondly, establishing an early warning system for financial risks. At the same time, commercial banks should lower the credit threshold, provide more loans for gas filling projects, improve the capital structure, and give full play to financial leverage. To reduce the financial risk, the government should liberalize the "oil to gas" restriction, increase the demand for natural gas for vehicles, and then expand the natural gas sales volume and reduce the operating risk of gas filling stations.
