【摘要】：隨著我國(guó)經(jīng)濟(jì)的快速發(fā)展,城市化進(jìn)程的加快,城市基礎(chǔ)設(shè)施建設(shè)投資和規(guī)模不斷加大,僅靠政府財(cái)政投入、國(guó)債籌資等傳統(tǒng)資金募集方式,遠(yuǎn)遠(yuǎn)不能滿足城市化發(fā)展的需要,也難以滿足經(jīng)濟(jì)高速增長(zhǎng)的需要。近年來(lái)BT建設(shè)融資模式以其強(qiáng)大的融資建設(shè)功能在國(guó)內(nèi)引起廣泛關(guān)注,并在一些大型基礎(chǔ)設(shè)施建設(shè)項(xiàng)目中成功運(yùn)作,從而帶動(dòng)了我國(guó)基礎(chǔ)設(shè)施建設(shè)融資方式、建設(shè)模式和承發(fā)包模式的多樣化發(fā)展。某縣政府在2011年決定建設(shè)張坪水庫(kù),該水庫(kù)的建設(shè)對(duì)縣基礎(chǔ)設(shè)施的發(fā)展有大力促進(jìn)作用,是縣政府發(fā)展實(shí)施“十一五”計(jì)劃的關(guān)鍵項(xiàng)目。鑒于縣政府的財(cái)政壓力,決定采用BT模式建設(shè),由中國(guó)太平洋集團(tuán)投資,建設(shè)完成后由縣政府分期付款對(duì)水庫(kù)進(jìn)行回購(gòu),此方式不僅解決了該縣政府的資金壓力,還給政府投資建設(shè)其它民生提供了便利。論文通過(guò)對(duì)BT投融資建設(shè)模式理論的深入分析,建立了BT方案評(píng)價(jià)模型,運(yùn)用層次分析法和模糊綜合評(píng)價(jià)法對(duì)張坪水庫(kù)BT方案進(jìn)行評(píng)價(jià)并結(jié)合水庫(kù)的建設(shè)實(shí)施,對(duì)BT模式在張坪水庫(kù)建設(shè)中的應(yīng)用優(yōu)勢(shì)和出現(xiàn)的問(wèn)題進(jìn)行分析研究。BT模式在我國(guó)發(fā)展時(shí)間較短,法律法規(guī)及合同內(nèi)容均不完善健全,還屬于新生事物。為使BT模式能夠合理、高效、無(wú)風(fēng)險(xiǎn)的運(yùn)用的我國(guó)城市基礎(chǔ)設(shè)施當(dāng)中,本文通過(guò)對(duì)張坪水庫(kù)BT模式的研究,探討了BT模式在實(shí)施過(guò)程中存在的問(wèn)題,提出了有效解決對(duì)策,為以后類似工程提供了一定的理論和實(shí)踐借鑒依據(jù)。
[Abstract]:With the rapid development of our economy and the acceleration of urbanization process, the investment and scale of urban infrastructure construction are increasing continuously. The traditional ways of raising funds, such as government financial investment and national debt financing, can not meet the needs of urbanization development. It is also difficult to meet the needs of rapid economic growth. In recent years, BT construction financing model has attracted wide attention in China with its powerful financing construction function, and has been successfully operated in some large-scale infrastructure construction projects. In 2011, a county government decided to build the Zhangping Reservoir, and the construction of the reservoir played a significant role in promoting the development of the county infrastructure. It is a key project for the county government to develop and implement the "11th Five-Year Plan". In view of the county government's financial pressure, it has decided to adopt the BT model construction, which will be invested by the Pacific Group of China. After the completion of the construction, the county government will pay for the repurchase of the reservoir in installments. This method not only solves the capital pressure of the county government, but also provides convenience for the government to invest in the construction of other people's livelihood. The BT scheme of Zhangping Reservoir is evaluated by AHP and fuzzy comprehensive evaluation method, and combined with the implementation of reservoir construction. The application advantages and problems of BT model in Zhangping reservoir construction are analyzed and studied. The development time of BT model in our country is relatively short, the laws and regulations and contract contents are not perfect, and it is a new thing. In the efficient and risk-free application of urban infrastructure in China, through the research on BT model of Zhangping Reservoir, this paper discusses the problems existing in the implementation of BT Model, and puts forward effective solutions. It provides some theoretical and practical references for similar projects in the future.
