【摘要】：對于經(jīng)濟高速發(fā)展的中國來說,石油是至關(guān)重要的戰(zhàn)略資源,是決定國家發(fā)展的安全命脈。隨著我國經(jīng)濟的發(fā)展,成品油的需求量也在快速的增長。德陽地區(qū)是中石油四川分公司的重要銷售區(qū)域和未來發(fā)展的重點,BF油庫在德陽油品市場供應(yīng)中起著協(xié)調(diào)石油生產(chǎn)和組織油品運輸?shù)募~帶作用。但是由于BF油庫建設(shè)使用時間較早,其規(guī)劃設(shè)計、工藝技術(shù)、基礎(chǔ)設(shè)施、服務(wù)配套等己不能滿足中石油銷售戰(zhàn)略的要求,油庫面臨庫容不足、工藝落后、自動化水平低等一系列問題。本文以德陽BF油庫擴容技改為對象,從德陽成品油市場情況、油庫自身現(xiàn)狀及問題、公司總體戰(zhàn)略要求以及油庫擴容的工程建設(shè)指標(biāo)和技術(shù)指標(biāo)出發(fā),結(jié)合投資估算和財務(wù)分析,對油庫技改擴容的必要性進行了研究。最終通過工程可行性、技術(shù)可行性、財務(wù)可行性和投資風(fēng)險性等多個角度對油庫擴容方案進行了評價,驗證了德陽BF油庫擴容工程的可行性,確立了最優(yōu)方案,并提出了項目建議。
[Abstract]:For China with rapid economic development, oil is a vital strategic resource and a safe lifeline for the development of our country. With the development of our economy. The demand for refined oil is also growing rapidly. Deyang is an important sales area and future development focus of PetroChina Sichuan Branch. BF oil depot plays a key role in coordinating oil production and organizing oil product transportation in Deyang oil market, but because BF oil depot is used earlier, its planning and design, technology and infrastructure. Service matching has been unable to meet the requirements of CNPC sales strategy, the oil depot is faced with a series of problems, such as insufficient storage capacity, backward technology, low automation level, etc. This paper takes the expansion of Deyang BF oil depot as the object. From the Deyang oil products market situation, oil depot itself status and problems, the company's overall strategic requirements and the oil depot expansion of engineering construction indicators and technical indicators, combined with investment estimates and financial analysis. Finally, through engineering feasibility, technical feasibility, financial feasibility and investment risk, etc., the expansion plan of oil depot is evaluated from several angles, such as engineering feasibility, technical feasibility, financial feasibility and investment risk. The feasibility of the expansion project of Deyang BF oil depot is verified, the optimal scheme is established, and the project proposal is put forward.
