【摘要】：根據IEA (International Energy Agency)提供的數據,中國是位于美國之后的全球第二大石油消費國。上世紀90年代以前,中國仍是原油輸出國,而到2009年,儼然成為世界第二大原油進口國。為解決石油供給問題, 通過三大國營石油公司的海外投資,中國政府采取了供應擴大政策。中石油CNPC,中石化SINOPEC,中海油CNOOC在中國政府的政策扶持下,在全球石油市場中占據重要地位。通過此次研究,發(fā)現了三大國營石油公司(National Oil Company,以下‘NOC’)的海外投資活動中的各種復雜的因素。并且發(fā)現它們根據特點投資環(huán)境情況會做出應對改變的事實。觀察發(fā)現,在海外投資活動的初期階段,NOC主要受到了中國政府的政策因素的影響,而近來的投資行為,是受到利益的驅使。在能源安保方面,往中國擴大石油供應,NOC的海外投資活動并沒有較多的有效作用。因為交易成本的需要,中國NOC把在海外開發(fā)采集的石油出售給當地市場。若NOC要繼續(xù)實現利潤所得,中國石油保護政策須要著眼于宏觀政策中的財政政策,且與外交政策相協調。 為此,政府機構需有效管控NOC企業(yè)。而且,若要應對石油減產或石油供應短缺帶來的危機,中國能源保護政策需要著力擴大石油儲備戰(zhàn)略(Strategic Petroleum Reserves,以下‘SPR’)。
[Abstract]:According to data provided by IEA Energy. China is the world's second-largest oil consumer after the United States. Until -10s, it remained a crude oil exporter, and by 2009. China has become the world's second-largest importer of crude oil. To solve the oil supply problem, the Chinese government has adopted a policy of supply expansion through overseas investment by three state-owned oil companies. PetroChina CNPC. Sinopec, CNOOC CNOOC, with the policy support of the Chinese government, occupies an important position in the global oil market. Three major state-owned oil companies, National Oil Company, were discovered. The following is the fact that there are various complicated factors in overseas investment activities. The fact that they can respond to changes according to the circumstances of their specific investment environment. Observation shows that in the initial stage of overseas investment activities. The NOC is largely influenced by Chinese government policy factors, and recent investment has been driven by interest in expanding oil supplies to China in terms of energy security. NOC's overseas investment activities do not have much effect. Because of transaction costs, China's NOC sells oil developed overseas to local markets. If NOC is to continue to generate profits. China's oil protection policy needs to focus on fiscal policy in macroeconomic policy and coordinate with foreign policy. To this end, government agencies need to effectively regulate NOC enterprises. If you want to deal with a reduction in oil production or oil supply shortage brought about by the crisis. China's energy conservation policy needs to focus on expanding its oil reserve strategy Strategic Petroleum reserves.
