【摘要】：大司庫(kù)項(xiàng)目的核心內(nèi)容是資金的高度集中管理，財(cái)務(wù)公司是我國(guó)企業(yè)集團(tuán)實(shí)施資金集中管理的一種主要模式，伴隨著大司庫(kù)項(xiàng)目在中石油集團(tuán)開(kāi)展以來(lái)，中油財(cái)務(wù)公司作為大司庫(kù)體系運(yùn)行的唯一結(jié)算平臺(tái)，資金的集中管理也成為財(cái)務(wù)公司發(fā)展的核心業(yè)務(wù)。由于中油集團(tuán)大司庫(kù)項(xiàng)目在我國(guó)大型集團(tuán)企業(yè)里首次運(yùn)用，但在國(guó)外，司庫(kù)項(xiàng)目已經(jīng)較為成熟。中油財(cái)務(wù)公司自成立以來(lái)，資金集中管理業(yè)務(wù)得到迅速發(fā)展，但是與國(guó)際先進(jìn)的財(cái)務(wù)公司相比，中油財(cái)務(wù)公司資金集中管理上還存在很多不足。 首先介紹了本文寫(xiě)作的理論基礎(chǔ)，資金集中管理理論，為下文對(duì)中油財(cái)務(wù)公司在大司庫(kù)項(xiàng)目下資金集中管理問(wèn)題的深入研究做好鋪墊。其次，通過(guò)對(duì)中油財(cái)務(wù)公司的相關(guān)介紹引出目前中油財(cái)務(wù)公司資金管理的定位、業(yè)務(wù)及風(fēng)險(xiǎn)的資金管理現(xiàn)狀，并提出實(shí)施大司庫(kù)的項(xiàng)目的意義。再次，從三個(gè)方面介紹了實(shí)施大司庫(kù)項(xiàng)目后資金管理要求及提出目前運(yùn)行該系統(tǒng)出現(xiàn)的問(wèn)題。以國(guó)際先進(jìn)財(cái)務(wù)公司為例，分析了通用財(cái)務(wù)公司和西門子財(cái)務(wù)公司在定位、業(yè)務(wù)開(kāi)展和風(fēng)險(xiǎn)管理方面的優(yōu)勢(shì)，，總結(jié)了國(guó)外財(cái)務(wù)公司資金集中管理的先進(jìn)經(jīng)驗(yàn)。最后，針對(duì)目前出現(xiàn)的問(wèn)題并結(jié)合國(guó)際先進(jìn)的經(jīng)驗(yàn)，提出優(yōu)化設(shè)計(jì)方案。為今后大司庫(kù)體系的發(fā)展提供了一些建議，具有一定理論和現(xiàn)實(shí)的雙重意義。
[Abstract]:The core content of the big treasurer project is the highly centralized management of the capital. The finance company is a main mode of implementing the centralized fund management of the enterprise group in our country, along with the development of the big treasurer project in the China Petroleum Group. PetroChina Finance Company as the sole clearing platform for the operation of the treasury system. The centralized management of funds has also become the core business of financial companies. Because of CNPC's large treasurer project is first used in China's large group enterprises, but in foreign countries. The treasurer project has been more mature. Since the establishment of PetroChina Finance Company, the centralized fund management business has developed rapidly, but compared with the international advanced financial companies. There are still many deficiencies in the centralized management of CNPC's funds. First of all, this paper introduces the theoretical basis of this writing, the theory of centralized capital management, for the following deep research on the CNPC financial company in the big treasury project under the centralized management of funds. Secondly. Through the introduction of PetroChina Finance Company, this paper introduces the current position, business and risk of capital management of PetroChina Finance Company, and puts forward the significance of implementing the project of big treasurer. This paper introduces the requirements of capital management after the implementation of the big treasurer project from three aspects and puts forward the problems existing in the current operation of the system. Take the international advanced finance company as an example. This paper analyzes the advantages of General Finance Company and Siemens Finance Company in positioning, business development and risk management, and summarizes the advanced experience of centralized capital management in foreign financial companies. According to the existing problems and international advanced experience, the optimal design scheme is put forward, which provides some suggestions for the development of the great treasurer system in the future, which is of both theoretical and practical significance.
