【摘要】:自2002年電煤價(jià)格放開以來,隨著電力工業(yè)加速發(fā)展及電煤供求逐漸緊張,“高煤價(jià)、低電價(jià)”的矛盾越來越突出。這一情況在山西省中南部發(fā)電企業(yè)尤為嚴(yán)重,火力發(fā)電企業(yè)出現(xiàn)效益大幅下降甚至大面積虧損。 本課題以山西中南部火電企業(yè)典型代表——漳山電廠為研究對象,,所做的主要工作和取得的成果如下: (1)對漳山電廠各項(xiàng)生產(chǎn)經(jīng)營成本多年的變化趨勢及影響因素進(jìn)行了分析,并將其與北部火電企業(yè)成本結(jié)果進(jìn)行了對比,探討了漳山電廠持續(xù)經(jīng)營虧損和省內(nèi)南北區(qū)域火電企業(yè)經(jīng)營成果兩極分化的主要原因; (2)在內(nèi)部管理機(jī)制方面,從實(shí)施成本動態(tài)監(jiān)測分析控制、實(shí)施配煤摻燒低成本優(yōu)化分析控制兩個(gè)角度對解決煤炭市場化下山西省中南部火電企業(yè)所面臨的經(jīng)營困境提出了一些解決經(jīng)營困境的可行方法和應(yīng)對措施; (3)在外部市場機(jī)制方面,從實(shí)施南北區(qū)域差別電價(jià)、理順煤炭產(chǎn)運(yùn)銷價(jià)格形成機(jī)制、拓展外送電市場增量效益空間三個(gè)角度,得到了若干改善目前狀況,實(shí)現(xiàn)扭虧為盈的途徑和對策。 論文成果可為解決煤炭市場化下山西省中南部火電企業(yè)面臨的經(jīng)營困境,提升其盈利能力,平衡山西省南北火電企業(yè)經(jīng)營差距、實(shí)現(xiàn)中南部火電企業(yè)健康可持續(xù)發(fā)展提供參考和借鑒。
[Abstract]:Since 2002, with the rapid development of electric power industry and the shortage of coal supply and demand, the price of coal has been high. The contradiction of low electricity price is becoming more and more serious. This situation is especially serious in the central and southern Shanxi Province, where the profits of thermal power companies have fallen sharply and even a large area of losses. This subject takes Zhangshan Power Plant, a typical representative of thermal power enterprise in central and southern Shanxi Province, as the research object. The main work and results obtained are as follows: In this paper, the trend of production and operation cost of Zhangshan Power Plant for many years and its influencing factors are analyzed, and the results of cost are compared with those of northern thermal power enterprises. This paper discusses the main reasons for the continuous operating loss of Zhangshan Power Plant and the polarization of the operating results of the north and south thermal power enterprises in the province. 2) in terms of internal management mechanism, the implementation of cost dynamic monitoring and analysis control. This paper puts forward some feasible methods and countermeasures to solve the management dilemma faced by thermal power enterprises in the central and southern part of Shanxi Province under the marketization of coal from the two angles of optimizing analysis and control of blending coal blending with low cost. 3) in the aspect of external market mechanism, from three angles of implementing the differential price of electricity between north and south region, straightening out the price forming mechanism of coal production, transportation and marketing, and expanding the space of incremental benefit in the external power market, some improvements have been made to the present situation. Ways and countermeasures to turn losses into profits. The results of this paper can be used to solve the operating difficulties faced by thermal power enterprises in the central and southern part of Shanxi Province under the coal marketization, to enhance their profitability and to balance the operating gap between the north and south thermal power enterprises in Shanxi Province. To realize the healthy and sustainable development of the central and southern thermal power enterprises provides reference and reference.
