【摘要】：航空作為國家防御最重要的領(lǐng)域,承擔(dān)著保衛(wèi)國家領(lǐng)土安全的神圣使命,航空工業(yè)是支撐我國國民經(jīng)濟(jì)發(fā)展的高科技行業(yè),航空產(chǎn)品在研制過程中有著自身的特點(diǎn),這些特點(diǎn)包括：工程技術(shù)難度大、知識高度密集、涉及的航空科研院所多,往往研制一架飛機(jī)就需要投入整個(gè)國家的航空力量；資金投入高、研制周期長,使得科研項(xiàng)目投資風(fēng)險(xiǎn)加大、費(fèi)用問題成為決定項(xiàng)目成敗的關(guān)鍵因素。因此,航空科研院所加強(qiáng)和改進(jìn)項(xiàng)目的經(jīng)費(fèi)管理,提升項(xiàng)目管理中的財(cái)務(wù)控制,不僅能夠提高自身的財(cái)務(wù)管理能力,而且能夠順利推動項(xiàng)目的順利實(shí)施,為項(xiàng)目的研制成功提供有力的保障。本論文首先對項(xiàng)目管理理論進(jìn)行綜述,對項(xiàng)目管理的定義、特征以及項(xiàng)目管理框架進(jìn)行分析,然后分析科研院所項(xiàng)目管理模式、項(xiàng)目管理財(cái)務(wù)控制現(xiàn)狀和存在的主要問題,針對問題提出科研院所項(xiàng)目管理財(cái)務(wù)控制的改進(jìn)措施；在理論研究及實(shí)踐總結(jié)的基礎(chǔ)上,以M航空設(shè)計(jì)研究院(簡稱“M研究院”)項(xiàng)目管理財(cái)務(wù)控制作為案例,分析論證航空科研院所項(xiàng)目管理財(cái)務(wù)控制改進(jìn)措施的可行性與實(shí)用性,最后對M研究院項(xiàng)目管理財(cái)務(wù)控制進(jìn)行展望。
[Abstract]:Aviation as the most important areas of national defense, undertake the sacred mission of defending national territorial security, the aviation industry is supporting the development of our national economy, high-tech industries, aviation products have their own characteristics in the development process, these characteristics include: engineering technical difficulty, knowledge intensive, involving the aviation research institutes on a plane, often need to invest the entire national air force; high capital investment, long development cycle, the investment risk research project, increase the cost becomes the key factor that determines the success of the project. Therefore, strengthening and improving project funds management and improving financial control in project management can not only improve their financial management capabilities, but also smoothly promote the smooth implementation of the project, and provide a strong guarantee for the development of the project. This paper first reviewed the theory of project management, project management, the definition and the characteristics of project management framework for analysis, and analysis of the main problems of research on project management mode, project management financial control situation and existing problems, put forward the improvement measures research on project management of financial control; in theory and Practice on the basis of the M aviation Design Institute (hereinafter referred to as "M Institute") project management financial control as a case, analysis and Demonstration Research Institute of aviation industry project feasible measures and practical control of financial management, and finally prospects for M Project Management Research Institute of financial control.
