【摘要】：當(dāng)代世界政府改革從民營(yíng)化到逆民營(yíng)化的過(guò)程反映了公共服務(wù)民營(yíng)化發(fā)展的動(dòng)向,這種動(dòng)態(tài)性變化,是民營(yíng)化發(fā)展的內(nèi)在特性所決定的。公共服務(wù)民營(yíng)化改革并非一種通往市場(chǎng)的單行道過(guò)程,而是同時(shí)包含了民營(yíng)化與逆民營(yíng)化的動(dòng)態(tài)過(guò)程。公共品服務(wù)特性深刻影響著民營(yíng)化的方向變化:與民營(yíng)化存在一定的負(fù)相關(guān)性,而且與逆民營(yíng)化成一定的正相關(guān)性,但并非是直線(xiàn)型的影響。從服務(wù)特性的視角分析公共品民營(yíng)化的方向變化,有助于深刻認(rèn)識(shí)和把握世界范圍內(nèi)民營(yíng)化的發(fā)展規(guī)律,對(duì)推動(dòng)各國(guó)行政改革有著極為重要的現(xiàn)實(shí)意義。
[Abstract]:The process of government reform in the contemporary world from privatization to reverse privatization reflects the trend of the privatization of public services. This dynamic change is determined by the inherent characteristics of the development of privatization. The reform of privatization of public services is not a one-way process leading to the market, but a dynamic process of privatization and reverse privatization at the same time. The characteristics of public goods and services have a profound influence on the direction of privatization: there is a certain negative correlation with privatization and a certain positive correlation with reverse privatization, but it is not a linear effect. Analyzing the direction of privatization of public goods from the perspective of service characteristics is helpful to understand and grasp the development law of privatization in the world, and it is of great practical significance to promote the administrative reform in various countries.
