【摘要】：以人為本歸根到底是以人的幸福為本。提供生態(tài)型公共產(chǎn)品是增進(jìn)公眾生態(tài)福利,讓民眾生活更幸福,促進(jìn)社會(huì)和諧的重要途徑。生態(tài)型公共產(chǎn)品的特殊性決定政府應(yīng)在其中發(fā)揮重要作用。研究發(fā)現(xiàn),政府提供生態(tài)型公共產(chǎn)品績效并不樂觀,其成因主要在于發(fā)展理念、政府職能、制度設(shè)計(jì)等方面存在偏差。在走向經(jīng)濟(jì)強(qiáng)國的征途中,政府應(yīng)將提供滿足民眾需要的生態(tài)型公共產(chǎn)品作為重要職能之一,確立政府主導(dǎo)型的生態(tài)經(jīng)濟(jì)戰(zhàn)略,厘清不同層級(jí)政府生態(tài)責(zé)任,實(shí)施科學(xué)合理的生態(tài)公共經(jīng)濟(jì)政策,改進(jìn)考核評(píng)估機(jī)制,建設(shè)生態(tài)服務(wù)型政府等。
[Abstract]:People-oriented in the final analysis is based on human happiness. Providing ecological public goods is an important way to promote public ecological welfare, make people's life happier and promote social harmony. The particularity of ecological public goods determines that the government should play an important role in it. It is found that the performance of the government providing ecological public goods is not optimistic, and the main causes are the deviation of the concept of development, the function of the government and the design of the system. In the journey to a strong economic power, the government should take the provision of ecological public goods to meet the needs of the public as one of the important functions, establish a government-led eco-economic strategy, and clarify the ecological responsibility of different levels of government. Carry out scientific and reasonable ecological public economic policy, improve assessment mechanism, construct ecological service government and so on.
