【摘要】：環(huán)境政策工具對企業(yè)環(huán)境技術(shù)創(chuàng)新的激勵(lì)程度,是評估環(huán)境政策工具的重要標(biāo)準(zhǔn)。但是以往文獻(xiàn)主要針對不完全競爭市場條件下大企業(yè)的技術(shù)創(chuàng)新激勵(lì)效果進(jìn)行研究,忽略了中小企業(yè),而中小企業(yè)占我國企業(yè)總數(shù)的絕大部分,因此對中小企業(yè)進(jìn)行相關(guān)研究非常必要;同時(shí)以往文獻(xiàn)也沒有對企業(yè)的清潔工藝和末端治理技術(shù)做出明確區(qū)分,而這兩種技術(shù)創(chuàng)新對企業(yè)的作用機(jī)制是不同的。有鑒于此,本文從完全競爭市場條件下的中小企業(yè)出發(fā),將環(huán)境技術(shù)創(chuàng)新嚴(yán)格區(qū)分為清潔工藝和末端治理技術(shù),并通過構(gòu)建企業(yè)利潤變化模型和社會(huì)福利函數(shù),得出了排放標(biāo)準(zhǔn)、排污費(fèi)、補(bǔ)貼和排污許可證價(jià)格的臨界值,以及社會(huì)福利最大化條件下的最優(yōu)水平;同時(shí),本文還為企業(yè)在四種環(huán)境政策工具下靈活選擇技術(shù)創(chuàng)新方式進(jìn)行了區(qū)分與比較;最后本文對四種環(huán)境政策工具的企業(yè)環(huán)境技術(shù)創(chuàng)新的激勵(lì)效應(yīng)做出了排序。本文的研究結(jié)果能夠?yàn)檎x擇環(huán)境政策工具提供政策建議,同時(shí)能夠?yàn)橹行∑髽I(yè)在不同的環(huán)境政策工具下靈活選擇環(huán)境技術(shù)創(chuàng)新方式提供參考意見。
[Abstract]:The incentive degree of environmental policy tools to enterprises' environmental technological innovation is an important criterion for evaluating environmental policy tools. However, the previous literature mainly focused on the incentive effect of technological innovation of large enterprises under the condition of imperfect competitive market, ignoring the small and medium-sized enterprises, which accounted for the majority of the total number of enterprises in China. Therefore, it is very necessary to carry on the related research to the small and medium-sized enterprises; At the same time, the previous literature has not made a clear distinction between the clean technology and the terminal governance technology, and the two kinds of technological innovation have different mechanism to the enterprise. In view of this, this paper starts from the small and medium-sized enterprises under the perfect competitive market condition, classifies the environmental technology innovation strictly into the clean process and the end governance technology, and constructs the enterprise profit change model and the social welfare function. The critical values of emission standards, sewage charges, subsidies and emission permit prices are obtained, as well as the optimal level under the maximization of social welfare; At the same time, this paper also distinguishes and compares the flexible choice of technological innovation methods under the four environmental policy tools. Finally, this paper makes a ranking of the incentive effects of the four environmental policy tools on the enterprise environmental technological innovation. The results of this paper can provide policy advice for the government to choose environmental policy tools, and can provide reference for SMEs to choose environmental technology innovation methods flexibly under different environmental policy tools.
