【摘要】：產(chǎn)權(quán)清晰的本質(zhì),就是在產(chǎn)權(quán)主體明確的情況下,一項(xiàng)資產(chǎn)在其運(yùn)行過(guò)程中能否做到主體擁有的權(quán)責(zé)利的一致,并保證資產(chǎn)的價(jià)值保值和增值。如果歸屬于自然人的產(chǎn)權(quán)不能做到權(quán)責(zé)利的高度一致,其資產(chǎn)的價(jià)值也會(huì)出現(xiàn)貶值、不能得到有效利用或者被濫用的情況,這時(shí),即使其產(chǎn)權(quán)歸屬的主體是唯一的自然人,其產(chǎn)權(quán)仍然是不清晰的。這意味著,歸屬于自然人的產(chǎn)權(quán)有時(shí)候仍然需要不斷地清晰其產(chǎn)權(quán)。在解決居民丟垃圾的問(wèn)題上,按月收取固定費(fèi)用的制度、按袋收費(fèi)的制度和按重量收費(fèi)的制度這三種產(chǎn)權(quán)安排的清晰度不斷提高,其在減少居民丟垃圾的數(shù)量的效果上也是越來(lái)越好,但其實(shí)施成本(即交易費(fèi)用)也在不斷提高。要使垃圾按重量收費(fèi)的制度實(shí)施得更有成效,大力加強(qiáng)宣傳教育、提高廣大市民的素質(zhì)必不可少。
[Abstract]:The essence of clear property right is whether an asset can achieve the consistency of rights, responsibilities and interests in the course of its operation, and ensure the value preservation and appreciation of the asset under the condition that the property right subject is clear. If the property right that belongs to a natural person cannot achieve a high degree of consistency of rights, responsibilities and interests, the value of its assets will also devalue, and it will not be effectively utilized or abused, even if the subject of the property right is the only natural person. Its property rights are still unclear. This means that property rights that belong to natural persons sometimes still need to be constantly clarified. With regard to solving the problem of littering by residents, the clarity of the three property rights arrangements, namely, a fixed monthly charge system, a bag charge system and a charge by weight system, has been continuously improved. It is also more effective in reducing the number of littering, but its implementation costs (i.e. transaction costs) are also increasing. In order to make the system of charging for garbage by weight more effective, it is necessary to strengthen publicity and education and improve the quality of the general public.
