【摘要】：基于文獻綜述,中國地方公共品供給的邏輯可以歸結(jié)為:市場化進程客觀上要求重新界定市場行為與政府責任的邊界,而政府履行責任的過程可以視同為提供公共品的過程;中國式分權使得絕大多數(shù)公共品供給卸責給下級政府來承擔;地方政府激勵約束決定了地方公共品供給數(shù)量、結(jié)構(gòu)與效率。此邏輯為解釋中國經(jīng)濟轉(zhuǎn)型中的市場與政府、中央與地方、增長與失衡、公平與發(fā)展這些重大問題提供了一個有益的分析視角。
[Abstract]:Based on the literature review, the logic of local public goods supply in China can be summed up as follows: the market-oriented process requires redefining the boundary between market behavior and government responsibility objectively, while the process of government performing responsibility can be regarded as the process of providing public goods; Chinese decentralization makes most of the public goods supply blame to the lower government, and the local government incentive and restraint determine the quantity, structure and efficiency of the local public goods supply. This logic provides a useful perspective to explain the market and government, central and local, growth and imbalance, equity and development in China's economic transformation.
