【摘要】：后金融危機(jī)時(shí)代,不管是金融市場(chǎng),還是全球經(jīng)濟(jì)格局都發(fā)生了巨大變化。我國(guó)環(huán)保投融資存在著投資總量不足、投融資主體環(huán)保執(zhí)行力不足,環(huán)保效果不佳等問(wèn)題;為應(yīng)對(duì)國(guó)際金融危機(jī)帶來(lái)的深刻影響,有效化解后危機(jī)時(shí)代的發(fā)展困境,需要針對(duì)國(guó)家金融調(diào)控、信貸政策帶來(lái)的變化,加倍關(guān)注資本市場(chǎng)體系發(fā)展的變化、融資渠道和融資工具的創(chuàng)新運(yùn)用,通過(guò)制定更加具有靈活性和針對(duì)性的政府建設(shè)項(xiàng)目投融資規(guī)劃和發(fā)展戰(zhàn)略規(guī)劃,以實(shí)現(xiàn)環(huán)保投融資平臺(tái)的健康、可持續(xù)發(fā)展。在剖析存在問(wèn)題原因的基礎(chǔ)上提出了我國(guó)環(huán)保投融資策略,包括拓寬投融資渠道,構(gòu)建多元投資主體,壯大環(huán)保投融資規(guī)模;加強(qiáng)管理,強(qiáng)化各投融資主體的環(huán)保執(zhí)行力,提高環(huán)保投融資效益;創(chuàng)新環(huán)保投融資機(jī)制,建立多層次的環(huán)保投融資風(fēng)險(xiǎn)責(zé)任分擔(dān)機(jī)制。
[Abstract]:After the financial crisis, whether financial markets, or the global economic pattern has undergone tremendous changes. In order to cope with the profound impact of the international financial crisis, the development dilemma of the post-crisis era can be effectively resolved in order to cope with the problems such as insufficient total investment amount, insufficient environmental protection execution of investment and financing bodies, and poor environmental protection effect in China. We need to pay more attention to the changes in the development of the capital market system and the innovative use of financing channels and instruments in the light of the changes brought about by national financial regulation and credit policies. In order to realize the healthy and sustainable development of the environmental protection investment and financing platform, the government construction project investment and financing planning and the development strategy plan with more flexibility and pertinence are formulated. On the basis of analyzing the causes of the problems, the paper puts forward the strategies of environmental protection investment and financing in our country, including widening the investment and financing channels, constructing multiple investment subjects, strengthening the scale of environmental protection investment and financing, strengthening the management, strengthening the environmental protection execution ability of the various investment and financing bodies. To improve the efficiency of environmental protection investment and financing, to innovate the mechanism of environmental protection investment and financing, and to establish a multi-level mechanism for sharing the risk of environmental protection investment and financing.
