【摘要】：根據(jù)我國(guó)流域生態(tài)補(bǔ)償實(shí)踐的3種類(lèi)型,即跨界流域生態(tài)補(bǔ)償、跨界流域污染賠償與水源地保護(hù)生態(tài)補(bǔ)償,將我國(guó)流域生態(tài)補(bǔ)償標(biāo)準(zhǔn)核算方法總結(jié)為跨界斷面水質(zhì)水量生態(tài)補(bǔ)償和水源地保護(hù)的生態(tài)補(bǔ)償2種方法。通過(guò)對(duì)已有實(shí)踐和研究方法的總結(jié),分析各種核算方法的內(nèi)涵和特征,認(rèn)為跨界斷面水質(zhì)水量生態(tài)補(bǔ)償標(biāo)準(zhǔn)核算方法適用于水體污染嚴(yán)重和跨界影響問(wèn)題突出、上下游經(jīng)濟(jì)發(fā)展差距不大的流域,水源地保護(hù)的生態(tài)補(bǔ)償標(biāo)準(zhǔn)核算方法適用于上下游經(jīng)濟(jì)發(fā)展水平差距較大的水源地區(qū)域。
[Abstract]:According to three types of watershed ecological compensation in China, namely, transboundary watershed ecological compensation, transboundary watershed pollution compensation and water source protection ecological compensation. The standard accounting method of watershed ecological compensation in China is summarized as ecological compensation of water quality and quantity of cross section and ecological compensation of water source protection. Based on the summary of existing practice and research methods, the connotation and characteristics of various accounting methods are analyzed. It is considered that the standard accounting method of ecological compensation for water quality and quantity of transboundary cross-section is suitable for serious water pollution and the problem of transboundary impact is prominent. The ecological compensation standard accounting method of water source protection is suitable for the water source areas where the economic development level of upper and lower reaches is large.
