【摘要】： 區(qū)域經(jīng)濟差距作為經(jīng)濟增長的“副產(chǎn)品”，曾經(jīng)或正在困擾著大多數(shù)國家或地區(qū)的經(jīng)濟發(fā)展。我國也存在嚴重的區(qū)域經(jīng)濟差距問題，主要體現(xiàn)在東西部、省際、省內(nèi)以及城鄉(xiāng)差距等方面。該問題引起了政界和學術(shù)界的廣泛關(guān)注。 本文結(jié)合制度經(jīng)濟學、新古典經(jīng)濟學以及區(qū)域經(jīng)濟學的有關(guān)理論范疇，對制度變遷進程與區(qū)域經(jīng)濟差距變動趨勢的內(nèi)在聯(lián)系做了嘗試性分析。文章首先對區(qū)域經(jīng)濟差距研究文獻與制度變遷的一般理論進行評述。針對理論界關(guān)于此選題的研究角度各異的事實，我們從生產(chǎn)要素、經(jīng)濟發(fā)展戰(zhàn)略、國際貿(mào)易、地方政府等視角對相關(guān)文獻進行了介紹與評論；而制度變遷作為制度經(jīng)濟學的一個基本范疇，也是一個存在很多爭議的概念，不同學者對其形式與動力的理解還存在一些差異，因此，我們力圖通過辨析這些差異為后續(xù)研究做一些理論準備。其次，基于區(qū)域制度環(huán)境的復(fù)雜性與制度變遷之新古典傳統(tǒng)與演化傳統(tǒng)在方法論傾向與研究對象上的互補性，，對融合兩種傳統(tǒng)來分析區(qū)域制度變遷的可能性與必要性進行了探討，在此基礎(chǔ)上，模型分析了制度變遷進程的不平衡現(xiàn)象，發(fā)現(xiàn)生產(chǎn)要素在區(qū)域之間的不平衡流動有可能會引致主體(政府、廠商和個人)和社會經(jīng)濟系統(tǒng)的適應(yīng)性調(diào)整，從而導致制度變遷不平衡推進出現(xiàn)放大效應(yīng)。再次，在規(guī)模報酬不變與生產(chǎn)函數(shù)同質(zhì)假設(shè)的基礎(chǔ)上，給出了制度變遷進程演繹區(qū)域經(jīng)濟差距變動的一般模型，并分別從規(guī)模報酬可變、生產(chǎn)函數(shù)異質(zhì)以及規(guī)模報酬可變與生產(chǎn)函數(shù)異質(zhì)三個角度對一般模型進行了擴展；分析結(jié)論顯示制度變遷不平衡推進的放大效應(yīng)在某種程度上是區(qū)域經(jīng)濟差距馬太效應(yīng)的制度根源，而且規(guī)模報酬遞增或生產(chǎn)函數(shù)異質(zhì)(e＞1)傾向于增強制度變遷進程影響區(qū)域經(jīng)濟差距變動的效應(yīng)。最后，作為本文觀點之聯(lián)系實際的論證，文章從體制轉(zhuǎn)軌進程與東中西部經(jīng)濟差距以及產(chǎn)業(yè)組織演進與東部經(jīng)濟的快速發(fā)展兩個方面進行了簡要的實證分析。 與其他區(qū)域經(jīng)濟差距研究有所不同，本文利用制度變遷進程變量演繹了區(qū)域經(jīng)濟差距變動問題。該理論進路盡管與區(qū)域經(jīng)濟學的主流分析范式存在一定的差異，但卻也得出了一些比較有益的結(jié)論，對于拓寬理解區(qū)域經(jīng)濟差距問題具有一定的意義。
[Abstract]:As a by-product of economic growth, regional economic disparity has been or is puzzling the economic development of most countries or regions. There are also serious regional economic gaps in China, mainly reflected in the eastern and western, provincial, provincial and urban and rural areas. This problem has aroused the widespread concern of the political and academic circles. Combined with the relevant theoretical categories of institutional economics, neoclassical economics and regional economics, this paper makes a tentative analysis of the internal relationship between the process of institutional change and the changing trend of regional economic disparity. This paper first reviews the literature on regional economic disparity and the general theory of institutional change. In view of the fact that the theoretical circle studies this topic from different angles, we introduce and comment on the relevant literature from the perspectives of factors of production, economic development strategy, international trade, local government and so on; As a basic category of institutional economics, institutional change is also a controversial concept. Different scholars still have some differences in their understanding of its form and motivation. We try to make some theoretical preparations for the further study by discriminating these differences. Secondly, based on the complexity of regional institutional environment and institutional changes, the neo-classical tradition and evolutionary tradition are complementary in methodology tendency and research object. On the basis of analyzing the possibility and necessity of regional institutional change by combining the two traditions, the model analyzes the unbalanced phenomenon of the process of institutional change. It is found that the unbalanced flow of factors of production in different regions may lead to adaptive adjustment of the main body (government, firm and individual) and social economic system, thus leading to the amplification effect of the unbalanced advancement of institutional change. Thirdly, on the basis of the assumption that the scale return is invariant and the production function is homogeneous, this paper gives a general model to deduce the regional economic disparity change in the process of institutional change, and respectively variable from the scale reward. The general model is extended from three angles: the heterogeneity of production function, the variable return of scale and the heterogeneity of production function. The conclusion shows that the magnification effect of the unbalanced advancement of institutional change is the institutional root of the Matthew effect of regional economic disparity to some extent. Moreover, the increasing returns of scale or the heterogeneity of production function (e > 1) tend to enhance the effect of the process of institutional change on the regional economic gap. Finally, as the argument of this paper, the paper makes a brief empirical analysis from two aspects: the process of system transition and the economic gap between east, west and west as well as the evolution of industrial organization and the rapid development of eastern economy. Different from other regional economic gap studies, this paper deduces the regional economic disparity by using institutional change process variables. Although there are some differences between the theoretical approach and the mainstream analytical paradigm of regional economics, some useful conclusions are drawn, which are of certain significance to broaden the understanding of regional economic disparity.
