【摘要】：本文從區(qū)域差異這個(gè)角度出發(fā),以排污稅費(fèi)政策(排污收費(fèi)制度)為對象,對我國排污收費(fèi)制度的構(gòu)架和運(yùn)行模式進(jìn)行了相關(guān)分析,指出忽略了區(qū)域差異的排污稅費(fèi)制度存在的缺陷,最后基于主體功能區(qū)劃,提出我國排污稅費(fèi)制度調(diào)整與創(chuàng)新的思路。
[Abstract]:From the point of view of regional difference, this paper analyzes the structure and operation mode of sewage charge system in China, taking the policy of sewage tax and fee (pollution charge system) as the object. This paper points out the defects of the pollution tax and fee system which neglects the regional differences, and finally, based on the main function regionalization, puts forward the idea of adjusting and innovating the sewage tax and fee system in our country.
