【摘要】：本文基于應(yīng)對(duì)環(huán)境惡化的生態(tài)補(bǔ)償基本理論,從資源空間異置的生態(tài)補(bǔ)償難題、環(huán)保融資市場(chǎng)的構(gòu)建與技術(shù)創(chuàng)新的市場(chǎng)激勵(lì)三個(gè)角度探討了碳平衡交易對(duì)生態(tài)補(bǔ)償框架的完善與補(bǔ)充,分析市場(chǎng)化環(huán)境資源配置方式具有更高的效率和優(yōu)越性。同時(shí)指出碳平衡交易市場(chǎng)的建立與高效運(yùn)轉(zhuǎn),需政府的大力支持,政府初始產(chǎn)權(quán)界定是至關(guān)重要的。在此基礎(chǔ)上,提出盡快建立碳排放市場(chǎng)交易的措施與建議。
[Abstract]:Based on the basic theory of ecological compensation for environmental degradation, this paper discusses the problem of ecological compensation from the perspective of resources and space. The construction of environmental protection financing market and the market incentive of technological innovation discussed the consummation and supplement of carbon balance transaction to the ecological compensation framework, and analyzed the higher efficiency and superiority of market-oriented environmental resource allocation. At the same time, it is pointed out that the establishment and efficient operation of carbon balance trading market need the support of the government, and the definition of the initial property right of the government is very important. On this basis, the paper puts forward the measures and suggestions of establishing carbon emission market as soon as possible.
