【摘要】：正本刊訊近日,上海市政府公布了《關(guān)于本市開展碳排放交易試點工作的實施意見》,將建立政府指導(dǎo)下的市場化碳排放交易機制,引導(dǎo)企業(yè)實現(xiàn)低成本的主動減排。2013～2015年,上海將開展碳排放交易試點工作。屆時上海市政府部門對重點碳排放企業(yè)實施碳排放配額分配制度,建立區(qū)域碳排放交易市場、創(chuàng)新型碳金融市場、建立全國性碳排放交易市場和交易平臺。上海還將加大資金支持力度,安排市級財政資金,支持企業(yè)碳排放檢測報
[Abstract]:Recently, the Shanghai Municipal Government announced its "opinions on the implementation of pilot work on carbon emissions trading in the city", which will establish a market-oriented carbon emissions trading mechanism under the guidance of the government and guide enterprises to achieve low-cost and active emission reduction .2013-2015. Shanghai will carry out carbon emissions trading pilot work. By then, the Shanghai municipal government will implement the carbon emission quota allocation system for key carbon emission enterprises, establish regional carbon emissions trading markets, create a new carbon financial market, and establish a national carbon emissions trading market and trading platform. Shanghai will also increase financial support, arrange municipal financial funds, and support enterprise carbon emission testing reports.
