【摘要】：隨著"十二五"規(guī)劃的全面實施,關(guān)于如何協(xié)同實現(xiàn)"十二五"規(guī)劃設(shè)定的外貿(mào)增長目標(biāo)和碳排放減排目標(biāo),獲得了越來越多的關(guān)注。文章采用因素分解分析法,以北京市各主要工業(yè)行業(yè)為研究對象,選取北京市2001年、2006年和2011年三個時間點的數(shù)據(jù)進行分析,定量測算"十五"和"十一五"期間北京市出口貿(mào)易通過三種效應(yīng)對工業(yè)碳排放的影響。結(jié)果表明,北京市出口貿(mào)易對碳排放影響的規(guī)模效應(yīng)為正,技術(shù)效應(yīng)和結(jié)構(gòu)效應(yīng)為負,由于規(guī)模效應(yīng)大大超過了技術(shù)效應(yīng)和結(jié)構(gòu)效應(yīng)之和,因此總效應(yīng)為正,出口貿(mào)易的擴大會對北京市碳減排產(chǎn)生不利影響,并據(jù)此提出了北京市實現(xiàn)"十二五"碳減排目標(biāo)和外貿(mào)發(fā)展目標(biāo)相容性的對策建議。
[Abstract]:With the comprehensive implementation of the 12th Five-Year Plan, more and more attention has been paid to how to achieve the foreign trade growth target and the carbon emission reduction target set in the 12th Five-Year Plan. This paper uses factor decomposition analysis method to analyze the data of three time points in 2001, 2006 and 2011, taking the main industrial industries in Beijing as the research object. The effects of Beijing's export trade on industrial carbon emissions during the 10th Five-Year Plan and the 11th Five-Year Plan are quantitatively estimated. The results show that the scale effect of export trade on carbon emissions is positive, the technical effect and structural effect are negative, and the total effect is positive because the scale effect is much more than the sum of the technical effect and structural effect. The expansion of export trade will have a negative impact on the carbon emission reduction in Beijing. Accordingly, the countermeasures and suggestions for the compatibility between the carbon emission reduction target and the foreign trade development target of Beijing during the 12th Five-Year Plan are put forward.
