【摘要】：自Coman(1911)關(guān)注美國西部大陸的農(nóng)業(yè)灌溉問題以來,公共事務(wù)治理研究歷經(jīng)百年,大體上經(jīng)歷了移民定居法案下的美國西部干旱地區(qū)農(nóng)業(yè)灌溉用水安排、水市場發(fā)展障礙分析、可再生自然資源過度開發(fā)規(guī)制以及全球氣候變化應(yīng)對四個階段。本文主要對上述四個階段公共事務(wù)治理研究中面對的主要問題、治理措施及相關(guān)研究成果進行回顧,并對未來發(fā)展方向及對發(fā)展中國家的啟示進行總結(jié)。
[Abstract]:Since Comanli 1911 paid attention to the agricultural irrigation problem in the western continent of the United States, the research on the governance of public affairs has gone through a hundred years, and has generally experienced the arrangement of irrigation water for agriculture in arid areas of the western United States under the Immigration and settlement Act, and the analysis of the obstacles to the development of the water market. There are four stages to regulate the overdevelopment of renewable natural resources and to deal with global climate change. This paper reviews the main problems, governance measures and related research results in the above four stages of public affairs governance research, and summarizes the future development direction and enlightenment to developing countries.
