【摘要】：正經(jīng)濟快速發(fā)展是落后國家的夢想。自從二戰(zhàn)結(jié)束以后,在經(jīng)濟上趕上發(fā)達國家就成為經(jīng)濟落后國家的主要目的。圍繞經(jīng)濟發(fā)展,出現(xiàn)了兩波理論。第一波理論二戰(zhàn)后很流行,這個理論是典型的結(jié)構(gòu)主義理論。那時,人們發(fā)現(xiàn),發(fā)達國家的典型特征就是重工業(yè)發(fā)達,因此,優(yōu)先發(fā)展重工業(yè)就成為落后國家發(fā)展經(jīng)濟的戰(zhàn)略,認為發(fā)展中國家所以重工業(yè)發(fā)展不起來是市場失靈所致,主張由政府主導(dǎo)直接動員、配置資源發(fā)展重工業(yè)。但這一思路失敗了。原因很簡單,重工業(yè)需要大量的資金
[Abstract]:Rapid economic development is the dream of backward countries. Since the end of World War II, catching up with the developed countries has become the main purpose of the backward countries. Around economic development, appeared two wave theory. The first wave of theories is popular after World War II and is a typical structuralist theory. At that time, it was found that the typical characteristic of developed countries was the developed heavy industry. Therefore, giving priority to the development of heavy industry became the strategy of developing backward countries to develop their economies. It was believed that the failure of heavy industry development in developing countries was the result of market failure.
