【摘要】：制度分析需要探究制度的產(chǎn)生原因、發(fā)展軌跡、內(nèi)在缺陷以及完善路向,它注重的是問題的發(fā)現(xiàn)和改進的措施,而不僅僅是對實在制度的某種解釋。基于這一思路,制度分析的方法論可以從這樣幾個方面進行審視:在初始的假設設定上,看它是一種作為純粹解釋的先驗抽象還是改革方向的理想狀態(tài);在分析的推理邏輯上,看它是一種注重形式的數(shù)理邏輯還是實質(zhì)的行為邏輯;在結(jié)論的評價標準上,看它是一種基于特定目的的效率原則還是應得權(quán)利的正義原則;在潛含的利益導向上,看它是體現(xiàn)崇尚優(yōu)勝劣汰的強者意志還是人本關懷的弱者訴求;在推出的政策特性上,看它是展示了一種維護現(xiàn)狀的消極保守取向還是改革現(xiàn)狀的積極進取取向。在很大程度上,現(xiàn)代主流經(jīng)濟學體現(xiàn)了前一種研究取向,這導致制度分析路線迄今一直很不成熟。
[Abstract]:Institutional analysis needs to explore the cause, development track, internal defects and the direction of perfection of the system. It focuses on the discovery of problems and improvement measures, not only on some interpretation of the real system. Based on this idea, the methodology of system analysis can be examined from several aspects: in the initial hypothesis setting, it is an ideal state as a priori abstract of pure interpretation or as a direction of reform; in the logic of analysis, To see whether it is a formal mathematical logic or a substantive behavioral logic; to see whether it is an efficiency principle based on a specific purpose or a just principle of due rights in the evaluation criteria of a conclusion; and to be guided by the underlying interests. To see whether it is the will of the strong who advocates the survival of the fittest or the demand of the weak who care for the people first, and whether it shows a negative conservative orientation of maintaining the status quo or a positive and enterprising orientation of the reform status quo in terms of the policy characteristics introduced. To a large extent, modern mainstream economics embodies the former research orientation, which leads to the institutional analysis line has been very immature up to now.
