【摘要】：何廉以編制享譽(yù)中外的非官方"南開(kāi)指數(shù)",創(chuàng)建"南開(kāi)經(jīng)濟(jì)研究所"而備受世人關(guān)注。長(zhǎng)期以來(lái),學(xué)術(shù)界對(duì)何廉的農(nóng)本思想和農(nóng)村互助合作理論的研究卻幾為空白。二十世紀(jì)三四十年代何廉領(lǐng)導(dǎo)的南開(kāi)經(jīng)濟(jì)研究所開(kāi)展了大量的社會(huì)調(diào)研,并積極倡導(dǎo)他關(guān)于"農(nóng)工并重"、"計(jì)劃自由經(jīng)濟(jì)"和改造"三農(nóng)"的學(xué)術(shù)觀點(diǎn)和主張;從政以后,何廉執(zhí)政為"農(nóng)",推行了一系列的舉措推動(dòng)農(nóng)業(yè)發(fā)展,建立、健全了農(nóng)村金融互助合作制度,創(chuàng)立了鏈?zhǔn)絺}(cāng)儲(chǔ)運(yùn)銷合作社,構(gòu)建了糧棉產(chǎn)銷和借貸功能一體、相互關(guān)聯(lián)的惠農(nóng)體系。何廉關(guān)于"三農(nóng)"的主張和理論,具有歷史的貫通性,為我們當(dāng)前的社會(huì)主義新農(nóng)村建設(shè)也提供了很多值得借鑒與反芻的地方。
[Abstract]:He Lian has attracted worldwide attention for compiling the famous non-official Nankai Index and establishing Nankai Economic Research Institute. For a long time, the academic research on he Lian's peasant-based thought and rural mutual aid-cooperation theory is almost blank. In the 1930s and 1940s, the Nankai Economic Research Institute, led by he Lian, carried out a large number of social surveys and actively advocated his academic views and opinions on "paying equal attention to agriculture and industry," planning free economy, "and reforming the" three rural areas ". He Lian was in power for the "agriculture", implemented a series of measures to promote the development of agriculture, established and perfected the system of mutual aid and cooperation in rural finance, established chain warehousing and marketing cooperatives, and constructed the function of grain and cotton production, marketing and borrowing. The interrelated system of favouring agriculture. He Lian's proposition and theory about "three rural areas" have historical penetration, and also provide us with a lot of reference and ruminant places for the construction of the new socialist countryside.
