循環(huán)經(jīng)濟(jì)的生態(tài)技術(shù)觀解析

【摘要】:傳統(tǒng)經(jīng)濟(jì)模式的缺陷與可持續(xù)發(fā)展的要求是循環(huán)經(jīng)濟(jì)產(chǎn)生的根本原因。循環(huán)經(jīng)濟(jì)的理論基礎(chǔ)是工業(yè)生態(tài)學(xué)。循環(huán)經(jīng)濟(jì)是運(yùn)用工業(yè)生態(tài)學(xué)規(guī)律指導(dǎo)的經(jīng)濟(jì)活動(dòng),是建立在物質(zhì)、能量不斷循環(huán)使用基礎(chǔ)上與環(huán)境友好的新型范式。循環(huán)經(jīng)濟(jì)要求遵循生態(tài)學(xué)規(guī)律,合理利用自然資源和環(huán)境容量,在物質(zhì)不斷循環(huán)利用的基礎(chǔ)上發(fā)展經(jīng)濟(jì),使經(jīng)濟(jì)系統(tǒng)和諧地納入到自然生態(tài)系統(tǒng)的物質(zhì)循環(huán)過程中,實(shí)現(xiàn)經(jīng)濟(jì)活動(dòng)的生態(tài)化,它在本質(zhì)上是一種生態(tài)經(jīng)濟(jì)。循環(huán)經(jīng)濟(jì)的主旨是既能夠持續(xù)發(fā)展社會經(jīng)濟(jì),又極力避免技術(shù)與經(jīng)濟(jì)的發(fā)展對生態(tài)平衡的危害和對資源的濫用,從而實(shí)現(xiàn)人類社會的真正持續(xù)、健康的發(fā)展。循環(huán)經(jīng)濟(jì)蘊(yùn)含著深刻的生態(tài)哲學(xué)思想。循環(huán)經(jīng)濟(jì)體現(xiàn)了生態(tài)系統(tǒng)觀、生態(tài)價(jià)值觀、生態(tài)倫理觀、可持續(xù)發(fā)展觀、生態(tài)文明觀思想。生態(tài)哲學(xué)給循環(huán)經(jīng)濟(jì)提供了非常有力的理論支持。 生態(tài)技術(shù)是指遵循生態(tài)原理和生態(tài)經(jīng)濟(jì)規(guī)律,節(jié)約資源和能源,避免、消除或減輕生態(tài)環(huán)境污染和破壞,生態(tài)負(fù)效應(yīng)最小的“無公害化”或“少公害化”的工藝和產(chǎn)品的總稱。生態(tài)技術(shù)觀以人與自然的協(xié)調(diào)發(fā)展作為根本目標(biāo),,科學(xué)地利用開發(fā)和保護(hù)資源;對技術(shù)活動(dòng)具有規(guī)范功能。循環(huán)經(jīng)濟(jì)的生態(tài)技術(shù)觀是強(qiáng)調(diào)把生態(tài)技術(shù)應(yīng)用于循環(huán)經(jīng)濟(jì)過程的一種技術(shù)觀。它要求用生態(tài)技術(shù)代替?zhèn)鹘y(tǒng)技術(shù),提高資源利用效率,減少生產(chǎn)過程的資源和能源消耗,延長和拓寬生產(chǎn)技術(shù)鏈,將污染盡可能地在生產(chǎn)企業(yè)內(nèi)進(jìn)行處理,減少生產(chǎn)過程的污染排放,對生產(chǎn)和生活用過的廢舊產(chǎn)品進(jìn)行全面回收,可以重復(fù)利用的廢棄物通過技術(shù)處理進(jìn)行無限次的循環(huán)利用。循環(huán)經(jīng)濟(jì)的生態(tài)技術(shù)支撐體系主要包括預(yù)防污染的少廢或無廢的工藝技術(shù)和產(chǎn)品技術(shù),但同時(shí)也包括治理污染的末端技術(shù)。建立生態(tài)技術(shù)體系的關(guān)鍵是積極采用清潔生產(chǎn)技術(shù),無害或低害的新工藝、新技術(shù),以大力降低原材料和能源消耗,實(shí)現(xiàn)少投入、高產(chǎn)出、低污染,盡可能把環(huán)境污染物的排放消除在生產(chǎn)過程中。技術(shù)創(chuàng)新是實(shí)現(xiàn)循環(huán)經(jīng)濟(jì)的技術(shù)基礎(chǔ),為循環(huán)經(jīng)濟(jì)的實(shí)現(xiàn)提供技術(shù)支撐。技術(shù)創(chuàng)新生態(tài)化是促進(jìn)原料和能源的循環(huán)利用,降低消耗和污染,實(shí)現(xiàn)經(jīng)濟(jì)產(chǎn)出與環(huán)境保護(hù)的雙重效益的重要途徑。
[Abstract]:The defects of traditional economic model and the requirement of sustainable development are the fundamental reasons of circular economy. The theoretical basis of circular economy is industrial ecology. Circular economy is an economic activity guided by the laws of industrial ecology. It is a new kind of paradigm which is friendly to the environment on the basis of continuous recycling of material and energy. Circular economy requires following the ecological laws, rationally utilizing natural resources and environmental capacity, developing economy on the basis of continuous material recycling, and bringing economic system into the material circulation process of natural ecosystem harmoniously. Realize the ecology of economic activity, it is a kind of ecological economy in essence. The purpose of circular economy is not only to continuously develop social economy, but also to avoid the harm of technology and economic development to ecological balance and the abuse of resources, so as to realize the real sustainable and healthy development of human society. Circular economy contains profound ecological philosophy. Circular economy embodies the ideas of ecosystem, ecological values, ecological ethics, sustainable development and ecological civilization. Ecological philosophy provides very powerful theoretical support for circular economy. Ecological technology refers to the technology and products that follow ecological principles and ecological economic laws, save resources and energy, avoid, eliminate or reduce ecological environment pollution and destruction, and minimize ecological negative effects. The view of ecological technology takes the harmonious development of man and nature as the basic goal, scientifically utilizes and protects the resources, and has the normative function to the technical activities. The concept of ecological technology of circular economy is a kind of technology view which emphasizes the application of ecological technology in the process of circular economy. It requires the use of ecological technology instead of traditional technology, improving the efficiency of resource utilization, reducing the consumption of resources and energy in the production process, prolonging and widening the chain of production technologies, and treating pollution as far as possible in the production enterprises. Reducing the pollution emission in the production process, the waste products used in production and daily life can be completely recovered, and the waste which can be reused can be recycled for unlimited times through technical treatment. The ecological technology supporting system of circular economy mainly includes the technology and product technology of less waste or no waste to prevent pollution, but also includes the terminal technology of pollution control. The key to the establishment of an ecological technology system is the active adoption of cleaner production technologies, harmless or low-harm new processes, new technologies to greatly reduce raw materials and energy consumption, to achieve low input, high output, and low pollution, As far as possible, the discharge of environmental pollutants will be eliminated in the production process. Technological innovation is the technical basis for realizing circular economy and provides technical support for the realization of circular economy. Ecological technology innovation is an important way to promote the recycling of raw materials and energy, reduce consumption and pollution, and realize the dual benefits of economic output and environmental protection.
