【摘要】：福利資本主義是戰(zhàn)后資本主義的主要形態(tài)之一。希臘、葡萄牙、意大利、西班牙、塞浦路斯等高福利歐洲國家相繼爆發(fā)主權(quán)債務(wù)危機(jī),使福利制度一時(shí)間成為輿論的眾矢之的。然而,事實(shí)上,高福利的德國、瑞典2010年以來依然有著強(qiáng)勁的增長能力和可控的政府債務(wù)。另一個(gè)事實(shí)是,希臘等國動用了巨額的財(cái)政資金向金融業(yè)和大產(chǎn)業(yè)注資,結(jié)果使財(cái)政陷入瀕臨破產(chǎn)的境地。福利資本主義的危機(jī)歸根到底是生產(chǎn)力的危機(jī)、資本主義財(cái)富分配制度的危機(jī)和資本主義民主政治的危機(jī),而不簡單是福利制度的危機(jī)。資本主義條件下的高福利已經(jīng)難以為繼,新自由主義的財(cái)政緊縮和削減福利會更深地激化資本主義的矛盾。出路惟有根本地改變資本主義的私人財(cái)產(chǎn)制度,重新進(jìn)行生產(chǎn)條件的再分配,使物質(zhì)生產(chǎn)為勞動者服務(wù)。勞動者享有的生活標(biāo)準(zhǔn)和自由發(fā)展的條件,包括社會福利,與社會物質(zhì)生產(chǎn)能力同步地、自然地提高,是替代福利資本主義的可行選擇。
[Abstract]:Welfare capitalism is one of the main forms of postwar capitalism. Greece, Portugal, Italy, Spain, Cyprus and other high-welfare European countries have erupted into sovereign debt crises, making the welfare system a subject of public opinion for a while. In fact, however, Germany and Sweden, with high welfare, still have strong growth capacity and manageable government debt since 2010. Another fact is that countries such as Greece have pumped billions of dollars into finance and big industries, putting them on the verge of bankruptcy. The crisis of welfare capitalism is, in the final analysis, the crisis of productive forces, the crisis of capitalist wealth distribution system and the crisis of capitalist democratic politics, rather than the crisis of welfare system. The high welfare under capitalist conditions has become unsustainable, and neoliberal fiscal retrenchment and welfare cuts will further intensify the contradiction of capitalism. The only way out is to fundamentally change the capitalist private property system, redistribute the production conditions, and make material production serve the workers. The living standards enjoyed by workers and the conditions for free development, including social welfare, and the natural improvement of social material production capacity are feasible alternatives to welfare capitalism.
