【摘要】：技術(shù)效率是在產(chǎn)出規(guī)模不變,市場(chǎng)價(jià)格不變的條件下,按照既定的要素投入比例所能達(dá)到的最小生產(chǎn)成本占實(shí)際生產(chǎn)成本的百分比。政府技術(shù)效率是廣義的政府績(jī)效或效率的一個(gè)部分,它是政府提供公共服務(wù)過程中能夠測(cè)度的政府投入與政府產(chǎn)出之間的比例關(guān)系。測(cè)度政府技術(shù)效率主要的模型與方法有非參數(shù)前沿法和參數(shù)前沿法。非參數(shù)前沿法主要包括數(shù)據(jù)包絡(luò)法分析(DEA)和自由處置包(FDH),而參數(shù)前沿法主要包括隨機(jī)前沿法(SFA)、模糊邊界法(TFA)和確定性前沿法(DFA)。通過建立模型科學(xué)對(duì)政府技術(shù)效率進(jìn)行評(píng)估與測(cè)度可提高政府各個(gè)方面的科學(xué)性和有效性,從而促進(jìn)政府技術(shù)效率的提高。
[Abstract]:Under the condition of constant output scale and constant market price, technical efficiency is the percentage of the minimum production cost to the actual production cost, which can be achieved according to the fixed factor input ratio. Government technical efficiency is a part of government performance or efficiency in a broad sense. It is the proportional relationship between government input and government output that can be measured in the process of government providing public services. The main models and methods to measure the technical efficiency of government include non-parametric frontier method and parametric frontier method. Non-parametric frontier method mainly includes data envelopment analysis (DEAA) and free disposal package (FDH), while parametric frontier method mainly includes random frontier method (SFAA), fuzzy boundary method (TFAA) and deterministic frontier method (DFAA). Through the establishment of model science to evaluate and measure the technical efficiency of the government, the scientific and effective aspects of the government can be improved, thus promoting the improvement of the technical efficiency of the government.
