【摘要】： 現(xiàn)代科學技術(shù)發(fā)展迅速,復雜性和不確定性也在增加,對人類社會的影響巨大,因此對現(xiàn)代科學技術(shù)的評價、控制和管理等要求更高。因此對傳統(tǒng)的技術(shù)評價理論及評價方法都提出了新的挑戰(zhàn)。本文深入地剖析現(xiàn)代科學技術(shù)的新特點和評價的發(fā)展特征,對現(xiàn)代科學技術(shù)評價理論與方法進行系統(tǒng)的研究。本文簡單介紹技術(shù)評價的理論與方法及其產(chǎn)生與演進,以發(fā)展的觀點探討技術(shù)評價在我國的發(fā)展、技術(shù)評價范式的演變及當前技術(shù)評價存在的問題和發(fā)展趨勢。闡述現(xiàn)代科學技術(shù)的特點和科學技術(shù)評價的體系的構(gòu)成,并對評價中需要的方法進行研究。 現(xiàn)代科學技術(shù)評價理論體系包括三個層次,本文對每個層次的內(nèi)容進行了重點研究�，F(xiàn)代科學技術(shù)評價的對象在擴大,并需要注重過程管理和信息系統(tǒng)的構(gòu)建。基于未來的分析方法和競爭情報的獲得方法是現(xiàn)代科學技術(shù)評價方法研究的重要部分。
[Abstract]:With the rapid development of modern science and technology, the complexity and uncertainty are also increasing, which has a great impact on human society, so the evaluation, control and management of modern science and technology are more demanding. Therefore, it puts forward new challenges to the traditional theory and method of technical evaluation. In this paper, the new characteristics of modern science and technology and the development characteristics of evaluation are deeply analyzed, and the theories and methods of evaluation of modern science and technology are systematically studied. This paper briefly introduces the theory and method of technology evaluation and its emergence and evolution, discusses the development of technology evaluation in China, the evolution of technology evaluation paradigm and the existing problems and development trend of technology evaluation from the point of view of development. This paper expounds the characteristics of modern science and technology and the constitution of science and technology evaluation system, and studies the methods needed in the evaluation. The theoretical system of modern science and technology evaluation includes three levels. The object of modern science and technology evaluation is expanding, and attention should be paid to the construction of process management and information system. The analysis method based on the future and the method of obtaining competitive intelligence are the important part of the modern science and technology evaluation method research.
