【摘要】：為實現(xiàn)《氣候變化法》減少溫室氣體排放的目標,英國學界及政府不斷探索新的碳減排領域。個人碳交易(PCT)是近些年來頗受關注的政策建議,在不同維度的研究上都取得了進展。本文從個人碳交易內涵、具體形式、政府關注、成本與收益、社會認可等方面對英國相關研究進行概述,以期為我國尋求更多緩解減排壓力的措施,促進全社會(不僅是企業(yè)事業(yè)單位,也包括個人)節(jié)能減排,為真正實現(xiàn)低碳社會提供政策參考。
[Abstract]:In order to achieve the goal of reducing greenhouse gas emissions under the Climate change Act, British academics and governments have been exploring new areas of carbon emissions reduction. Personal carbon Trading (PCT) is a policy recommendation that has attracted much attention in recent years and has made progress in different dimensions. This paper summarizes the relevant research in the UK from the aspects of individual carbon trading connotation, specific forms, government concerns, costs and benefits, social recognition, and so on, in order to seek more measures to alleviate the pressure of emission reduction for our country. To promote energy conservation and emission reduction in the whole society (not only enterprises and institutions, but also individuals), and to provide policy reference for the realization of a low-carbon society.
