【摘要】： 作為黨的第三代領(lǐng)導(dǎo)集體的核心,江澤民同志在繼承前人經(jīng)驗(yàn)的基礎(chǔ)上,針對(duì)20世紀(jì)80年代后期至21世紀(jì)初出現(xiàn)的“三農(nóng)”難題,深入思考,大膽創(chuàng)新,提出許多有益于農(nóng)業(yè)發(fā)展,農(nóng)村穩(wěn)定,農(nóng)民富裕的思想,并且在實(shí)踐中形成了一整套有中國(guó)特色的“三農(nóng)”理論體系,為當(dāng)時(shí)“三農(nóng)”工作的開(kāi)展和“三農(nóng)”問(wèn)題的解決提供了理論指導(dǎo)。及時(shí)研究和準(zhǔn)確把握這些思想,對(duì)于我們深入理解科學(xué)發(fā)展觀的“三農(nóng)”思想,對(duì)于新世紀(jì)發(fā)展現(xiàn)代農(nóng)業(yè)、建設(shè)社會(huì)主義新農(nóng)村、推進(jìn)城鄉(xiāng)經(jīng)濟(jì)社會(huì)發(fā)展一體化的歷史性任務(wù)的完成,具有直接的指導(dǎo)意義。 本文首先從江澤民“三農(nóng)”思想的形成和提出過(guò)程入手,歷數(shù)了從1989年至2002年13年間,江澤民在考察、座談活動(dòng)和會(huì)議中的重要講話,從中梳理出其思想演變的過(guò)程及階段,并指出各個(gè)階段的特點(diǎn)。 本文第二部分主要探討了江澤民“三農(nóng)”思想的理論來(lái)源和實(shí)踐基礎(chǔ)。從馬克思、恩格斯、列寧到毛澤東、鄧小平都對(duì)這一問(wèn)題進(jìn)行了深入的研究,他們的思想為解決社會(huì)主義中國(guó)的“三農(nóng)”問(wèn)題提供了指導(dǎo),也成為江澤民“三農(nóng)”思想形成的理論基石;江澤民“三農(nóng)”思想形成的實(shí)踐基礎(chǔ)主要是20世紀(jì)80年代后期至21世紀(jì)初中國(guó)農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)的發(fā)展?fàn)顩r以及農(nóng)民的生存現(xiàn)狀,尤其是“三農(nóng)”中不斷出現(xiàn)的一些新情況和新問(wèn)題,如農(nóng)村出現(xiàn)的“賣糧難”、農(nóng)民負(fù)擔(dān)加重、增收緩慢等矛盾等,這些問(wèn)題直接影響到了江澤民“三農(nóng)”思想的形成與發(fā)展。 第三部分主要分析和探討了江澤民“三農(nóng)”思想的主要內(nèi)容。江澤民“三農(nóng)”思想的內(nèi)容十分豐富,本文將之概括為四個(gè)部分:論“三農(nóng)”問(wèn)題的地位和重要性;解決“三農(nóng)”問(wèn)題的指導(dǎo)思想;解決“三農(nóng)”問(wèn)題的路徑;確立農(nóng)業(yè)和農(nóng)村發(fā)展的跨世紀(jì)目標(biāo)。 第四部分主要探討了江澤民“三農(nóng)”思想的理論意義和實(shí)踐意義。理論上,江澤民“三農(nóng)”思想是“三個(gè)代表”重要思想的重要組成部分,是對(duì)我國(guó)改革開(kāi)放以來(lái)黨的“三農(nóng)”思想的科學(xué)總結(jié),提出了許多新觀點(diǎn)、新論斷、新思想,從而發(fā)展了有中國(guó)特色的“三農(nóng)”理論,也成為新的領(lǐng)導(dǎo)集體“三農(nóng)”思想的理論基石。實(shí)踐上,江澤民“三農(nóng)”思想為當(dāng)前毫不松懈地抓好“三農(nóng)”工作,夯實(shí)農(nóng)業(yè)基礎(chǔ),全方位地推進(jìn)農(nóng)村的改革與發(fā)展,堅(jiān)持以人為本的理念,都有直接的指導(dǎo)作用。
[Abstract]:As the core of the third generation of the Party's leading collective, Comrade Jiang Zemin, on the basis of inheriting the previous experience and aiming at the difficult problems of "agriculture, countryside and farmers" which appeared from the late 1980s to the beginning of the 21st century, deeply pondered and boldly innovated.Many ideas are put forward that are beneficial to the development of agriculture, the stability of rural areas and the prosperity of farmers, and a whole set of "three agricultural" theory systems with Chinese characteristics have been formed in practice.It provides theoretical guidance for the development of the work of agriculture, countryside and farmers and the solution of the problem of agriculture, rural areas and farmers at that time.To study and accurately grasp these thoughts in a timely manner is of great importance to our understanding of the scientific concept of development of agriculture, rural areas and farmers, and to the development of modern agriculture and the construction of a new socialist countryside in the new century.The completion of the historic task of promoting the integration of urban and rural economic and social development has direct guiding significance.This paper begins with the forming and putting forward process of Jiang Zemin's thought on agriculture, rural areas and farmers, and counts the important speeches made by Jiang Zemin during the 13 years from 1989 to 2002 in order to sort out the process and stage of the evolution of his thought.The characteristics of each stage are pointed out.The second part of this paper mainly discusses the theoretical source and practical basis of Jiang Zemin's thought of agriculture, countryside and farmers.From Marx, Engels, Lenin, Mao Zedong and Deng Xiaoping, they have conducted in-depth research on this issue, and their thoughts have provided guidance for solving the "three rural" problems in socialist China.It has also become the theoretical cornerstone of the formation of Jiang Zemin's thought on agriculture, rural areas and farmers, and the practical basis for the formation of Jiang Zemin's thought of "agriculture, rural areas and farmers" mainly lies in the development of China's agriculture and rural economy from the late 1980s to the beginning of the 21st century, as well as the status quo of farmers' survival.Especially, some new situations and problems in the "three rural areas", such as the difficulties of selling grain in rural areas, the increasing burden of farmers, the slow increase of income, and so on, have directly affected the formation and development of Jiang Zemin's thought of "agriculture, countryside and farmers".The third part mainly analyzes and discusses the main content of Jiang Zemin's thought of agriculture, countryside and farmers.Jiang Zemin's thought of "agriculture, countryside and farmers" is very rich, which is summarized into four parts: the status and importance of the "three rural" problems, the guiding ideology of solving the "three rural" problems, the way to solve the "three rural" problems;Establish the cross-century goal of agriculture and rural development.The fourth part mainly discusses the theoretical and practical significance of Jiang Zemin's thought of agriculture, countryside and farmers.In theory, Jiang Zemin's thought of "agriculture, countryside and farmers" is an important part of the important thought of "three represents", which is a scientific summary of the Party's "three agricultural" thoughts since the reform and opening up, and puts forward many new viewpoints, new judgments and new ideas.Therefore, the theory of agriculture, rural areas and farmers with Chinese characteristics has been developed and has become the theoretical foundation of the new leading collective's thought of "agriculture, rural areas and farmers".In practice, Jiang Zemin's thought of "agriculture, countryside and farmers" has a direct guiding role for the current work of "agriculture, rural areas and farmers", strengthening the agricultural foundation, promoting the reform and development of rural areas in all directions, and adhering to the idea of "people-oriented".
