【摘要】：環(huán)境問(wèn)題是關(guān)系我國(guó)可持續(xù)發(fā)展的關(guān)鍵問(wèn)題,是經(jīng)濟(jì)結(jié)構(gòu)調(diào)整工作的重要內(nèi)容。排污權(quán)交易作為一項(xiàng)重要的環(huán)境管理市場(chǎng)化手段,在我國(guó)部分省市進(jìn)行了試點(diǎn)實(shí)踐,出現(xiàn)了企業(yè)參與度低、市場(chǎng)交易量少的問(wèn)題,嚴(yán)重影響了排污權(quán)交易政策作用的發(fā)揮。本文全面分析了我國(guó)排污權(quán)交易的企業(yè)參與現(xiàn)狀,通過(guò)政府政策、市場(chǎng)機(jī)制、企業(yè)決策三個(gè)環(huán)節(jié)研究了產(chǎn)生問(wèn)題的原因,以提高企業(yè)參與度為目的,從完善政府職能,健全市場(chǎng)機(jī)制,提升企業(yè)能力這三個(gè)方面提出了對(duì)策建議。
[Abstract]:Environmental problem is the key problem of sustainable development of our country and the important content of economic structure adjustment.As an important market-oriented means of environmental management, emission trading has carried out pilot practice in some provinces and cities of our country. The problems of low participation of enterprises and less trading volume in the market have seriously affected the role of emission trading policy.This paper comprehensively analyzes the status quo of enterprise participation in emission trading in China, studies the causes of the problems through three links of government policy, market mechanism and enterprise decision-making, aiming at improving the participation of enterprises and improving government functions.Perfect the market mechanism, enhance the enterprise ability these three aspects put forward the countermeasure suggestion.
