【摘要】：本文應(yīng)用多區(qū)域CGE模型,模擬分析了碳排放交易機(jī)制下碳排放許可初始分配對區(qū)域經(jīng)濟(jì)發(fā)展的影響。結(jié)果顯示:(1)碳排放許可采用全部拍賣并將拍賣收入返還給企業(yè)的分配方式造成的GDP損失最小,但是會加劇區(qū)域經(jīng)濟(jì)發(fā)展不平衡;(2)免費(fèi)發(fā)放部分采取絕對量標(biāo)準(zhǔn)對區(qū)域經(jīng)濟(jì)的影響最為明顯,但利用這種方式改善區(qū)域經(jīng)濟(jì)不平衡狀況的成本很高;(3)免費(fèi)發(fā)放部分采取強(qiáng)度分配標(biāo)準(zhǔn)對GDP和區(qū)域經(jīng)濟(jì)不平衡造成的負(fù)面影響較小,是較優(yōu)的碳排放許可初始分配方式。
[Abstract]:In this paper, a multi-region CGE model is used to simulate and analyze the effects of initial allocation of carbon emission permits on regional economic development under the carbon emissions trading mechanism.The results show that the GDP losses caused by the full auction of carbon emissions permits and the distribution of proceeds from the auction back to the enterprise are the least significant.However, it will aggravate the imbalance in regional economic development.However, the cost of using this method to improve the regional economic imbalance is very high. (3) the intensity distribution standard has less negative impact on GDP and regional economic imbalance, and it is a better way of initial allocation of carbon emission permits.
