【摘要】：隨著低碳經(jīng)濟(jì)在全球范圍的快速發(fā)展，碳金融已經(jīng)成為一種新的金融形式愈演愈烈。碳減排責(zé)任的共擔(dān)通過倒逼機(jī)制影響低碳經(jīng)濟(jì)的發(fā)展，，低碳經(jīng)濟(jì)對碳金融又存在著天然的耦合效應(yīng)，進(jìn)而產(chǎn)生了碳減排責(zé)任的共擔(dān)對碳金融的聯(lián)動效應(yīng)。因此，碳減排責(zé)任的共擔(dān)問題是影響碳金融發(fā)展的主要因素。從大處著眼，碳減排責(zé)任在全球范圍內(nèi)的分配問題，直接影響著全球碳金融的發(fā)展程度。小處著手，一個國家減排責(zé)任的共擔(dān)多少問題影響著本國碳金融的發(fā)展程度。可以預(yù)見，隨著碳金融發(fā)展的不斷深入，各個國家圍繞減排責(zé)任共擔(dān)的博弈必將日益激烈。 本文出發(fā)點(diǎn)是中國，論點(diǎn)是碳減排責(zé)任的分配直接關(guān)系著全球碳金融的發(fā)展進(jìn)程，發(fā)達(dá)國家與發(fā)展中國家作為碳金融發(fā)展中的兩大基本利益集團(tuán)，通過進(jìn)化博弈動態(tài)分析，只有共同共擔(dān)起減排責(zé)任才可能獲得碳金融長遠(yuǎn)的發(fā)展。然而，對作為全球碳排放量高居第一的中國而言，將處于長期利益和短期利益沖突的困境之中。一方面仍處落后的經(jīng)濟(jì)水平，要求中國還需要一定的經(jīng)濟(jì)發(fā)展時間來改善能源結(jié)構(gòu)和產(chǎn)業(yè)結(jié)構(gòu)；另一方面又面臨著巨大的國際壓力、碳金融發(fā)展的契機(jī)（減排責(zé)任的共擔(dān)可以贏取更多的話語權(quán)）。中國應(yīng)從實際情況出發(fā)，碳金融發(fā)展和減排責(zé)任的共擔(dān)須適應(yīng)于本國國情的“階段性”發(fā)展之中，既不放棄經(jīng)濟(jì)發(fā)展，也不放棄碳金融的發(fā)展，選擇自愿減排的彈性空間。 最后，鑒于理論分析與博弈分析的結(jié)果，提出我國將來要實現(xiàn)階段性的發(fā)展碳金融。對外要借助于國際外力，包括來自于歐盟等發(fā)達(dá)國家和印度等發(fā)展中國家的協(xié)力合作；對內(nèi)要從戰(zhàn)術(shù)上制定中國特色的碳金融發(fā)展步驟，戰(zhàn)略上完善自身碳金融機(jī)制。
[Abstract]:With the rapid development of low-carbon economy in the global scope, carbon finance has become a new financial form. There is a natural coupling effect on carbon finance in low carbon economy, which leads to the linkage effect between carbon reduction responsibility and carbon finance. Therefore, the problem of carbon reduction responsibility is the main factor that affects the development of carbon finance. The distribution of carbon abatement responsibilities in the world directly affects the development of global carbon finance. From a small point of view, the problem of how much a country should share responsibility for reducing emissions affects the development of carbon finance in a country. With the development of carbon finance, the game of shared responsibility for emission reduction will become increasingly fierce. The starting point of this paper is China, the argument is that the distribution of carbon abatement responsibility is directly related to the development process of global carbon finance, developed and developing countries, as two basic interest groups in the development of carbon finance, are dynamically analyzed by evolutionary game. The long-term development of carbon finance can only be achieved if we jointly share the responsibility for reducing emissions. However, for China, which has the highest carbon emissions in the world, On the one hand, it is still in the backward economic level, which requires that China also need certain economic development time to improve the energy structure and industrial structure; On the other hand, facing enormous international pressure, the opportunity for carbon finance development (shared responsibility for reducing emissions) can win more say. China should proceed from the actual situation. The development of carbon finance and the shared responsibility of emission reduction should be adapted to the "stage" development of our national conditions. We should not give up the economic development nor the development of carbon finance, and choose the flexible space of voluntary emission reduction. Finally, in view of the results of theoretical analysis and game analysis, it is proposed that China should realize the phased development of carbon finance in the future with the aid of international external forces, including the cooperation of developed countries such as EU and India. We should tactically formulate the development steps of carbon finance with Chinese characteristics and improve our own carbon finance mechanism strategically.
