【摘要】：基于對(duì)國(guó)際碳市場(chǎng)的調(diào)研和定量分析,建議我國(guó)碳市場(chǎng)建設(shè)之初,應(yīng)首先選擇電力、鋼鐵等對(duì)碳價(jià)格敏感的高排放強(qiáng)度行業(yè)進(jìn)入碳市場(chǎng);盡早開展跨地區(qū)交易,便于有效降低總體減排成本;同時(shí)碳排放總量上限的設(shè)定應(yīng)與"十二五"時(shí)期的碳強(qiáng)度下降目標(biāo)掛鉤;并在市場(chǎng)建立之初設(shè)定碳價(jià)格下限等。
[Abstract]:Based on the investigation and quantitative analysis of the international carbon market, it is suggested that at the beginning of the construction of the carbon market in our country, we should first select high-emission intensity industries such as electricity, steel and other carbon-sensitive high-emission intensity industries to enter the carbon market, and carry out cross-regional trading as soon as possible. It is convenient to reduce the total emission reduction cost effectively; at the same time, the upper limit of the total carbon emission should be linked to the carbon intensity reduction target in the 12th Five-Year Plan period, and the lower limit of the carbon price should be set at the beginning of the establishment of the market.
