【摘要】：碳排放權(quán)交易制度屬于一種基于利用市場(chǎng)力量和經(jīng)濟(jì)激勵(lì)的環(huán)境政策工具。清潔發(fā)展機(jī)制(CDM)、聯(lián)合履行機(jī)制(JI)和排放貿(mào)易機(jī)制(ET)三大減排機(jī)制各有利弊。歐盟碳排放權(quán)交易體系(EU ETS)和美國(guó)芝加哥氣候交易所(CCX)是世界上最具代表性的碳排放權(quán)交易體系和機(jī)構(gòu)。中國(guó)碳排放權(quán)交易市場(chǎng)的發(fā)展存在缺乏定價(jià)權(quán)、碳金融市場(chǎng)發(fā)展滯后、沒(méi)有形成統(tǒng)一的標(biāo)準(zhǔn)和交易市場(chǎng)等問(wèn)題。中國(guó)碳排放權(quán)交易市場(chǎng)發(fā)展滯后的主要原因是碳排放權(quán)尚不具備商品屬性;在碳減排的管理上沒(méi)有形成高效的運(yùn)行機(jī)制;數(shù)據(jù)收集、配額分配、排放監(jiān)督測(cè)量等基礎(chǔ)性工作不健全;企業(yè)對(duì)溫室氣體減排、交易均缺乏必要的認(rèn)識(shí)。構(gòu)建健全的中國(guó)碳排放權(quán)交易市場(chǎng)的主要策略是大力推進(jìn)碳排放權(quán)交易試點(diǎn)工作;采取先自愿后強(qiáng)制、最終實(shí)行總量控制的漸進(jìn)策略;促進(jìn)碳金融市場(chǎng)的發(fā)展;組建非政府性監(jiān)管機(jī)構(gòu);加強(qiáng)碳市場(chǎng)的法律制度建設(shè)。
[Abstract]:The carbon trading system is an environmental policy tool based on the use of market forces and economic incentives. The clean development mechanism (CDM), the joint implementation mechanism (JI) and the emissions trading mechanism (ETT) have their advantages and disadvantages. The devolved trading system (EU ETS) and the Chicago Climate Exchange (CCX) are the most representative carbon trading systems and institutions in the world. There is a lack of pricing power in the development of China's carbon emissions trading market. The development of carbon finance market lags behind, there is no uniform standard and trading market. The main reason for the lagging development of carbon emission trading market in China is that carbon emission rights do not have commodity property. In the management of carbon emission reduction has not formed an efficient operating mechanism; data collection, quota allocation, emission monitoring and measurement and other basic work is not perfect; enterprises to reduce greenhouse gas emissions, The main strategy of building a sound carbon trading market in China is to vigorously promote the pilot work of carbon emissions trading, adopt the gradual strategy of voluntary first and then compulsory, and finally implement the total amount control; To promote the development of carbon finance market; to set up non-governmental regulatory bodies; to strengthen the legal system construction of carbon market.
