【摘要】： 產(chǎn)業(yè)創(chuàng)新是社會(huì)發(fā)展的基本動(dòng)力之一,是產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和升級(jí)的關(guān)鍵,是經(jīng)濟(jì)發(fā)展的必由之路,是國(guó)際競(jìng)爭(zhēng)力的最終體現(xiàn)。而產(chǎn)業(yè)創(chuàng)新系統(tǒng)的概念試圖提供一個(gè)多維的,綜合的,動(dòng)力的、演化的產(chǎn)業(yè)創(chuàng)新觀點(diǎn),能夠較好的理解產(chǎn)業(yè)的結(jié)構(gòu)與邊界、機(jī)構(gòu)和它們之間的關(guān)系、學(xué)習(xí)過程、創(chuàng)新和生產(chǎn)過程以及系統(tǒng)的協(xié)調(diào)演化過程等。本論文在綜合運(yùn)用發(fā)展經(jīng)濟(jì)學(xué)、技術(shù)經(jīng)濟(jì)學(xué)、計(jì)量經(jīng)濟(jì)學(xué)、產(chǎn)業(yè)經(jīng)濟(jì)學(xué)、創(chuàng)新理論、系統(tǒng)理論、演化理論等基本理論和方法的基礎(chǔ)上,圍繞“產(chǎn)業(yè)創(chuàng)新系統(tǒng)協(xié)同演化理論與績(jī)效評(píng)價(jià)方法”的選題展開分析。首先,在對(duì)相關(guān)研究文獻(xiàn)進(jìn)行對(duì)比分析的技術(shù)上,闡述了產(chǎn)業(yè)創(chuàng)新、產(chǎn)業(yè)創(chuàng)新系統(tǒng)理論,詳細(xì)分析了產(chǎn)業(yè)創(chuàng)新系統(tǒng)的組成模塊、結(jié)構(gòu)及其功能。其次,研究了產(chǎn)業(yè)創(chuàng)新系統(tǒng)的演化機(jī)制及產(chǎn)業(yè)創(chuàng)新系統(tǒng)的協(xié)同演化理論。然后,依據(jù)上述理論,構(gòu)建了產(chǎn)業(yè)創(chuàng)新系統(tǒng)績(jī)效評(píng)價(jià)模型以及評(píng)價(jià)指標(biāo)體系。根據(jù)上述模型,以我國(guó)五個(gè)高技術(shù)產(chǎn)業(yè)創(chuàng)新系統(tǒng)為例進(jìn)行了實(shí)證分析,詳細(xì)分析了這五個(gè)高技術(shù)產(chǎn)業(yè)創(chuàng)新系統(tǒng)的運(yùn)行績(jī)效及其各自的演化情況,并進(jìn)行了比較的分析。最后分析了“系統(tǒng)失靈”的原因,并提出了相應(yīng)的對(duì)策。以上研究對(duì)我國(guó)產(chǎn)業(yè)創(chuàng)新系統(tǒng)研究的發(fā)展提供了強(qiáng)有力的思路,為政策制定者制定相關(guān)政策提供了有利的依據(jù),具有一定的開拓意義和現(xiàn)實(shí)意義。
[Abstract]:Industrial innovation is one of the basic driving forces of social development, the key to the adjustment and upgrading of industrial structure, the only way to economic development and the ultimate embodiment of international competitiveness. A comprehensive, dynamic, evolutionary view of industrial innovation can better understand the structure and boundaries of industry, the relationship between institutions and them, and the learning process. Innovation and production process, as well as the coordinated evolution of the system, etc., in this paper, the comprehensive use of development economics, technical economics, econometrics, industrial economics, innovation theory, system theory, On the basis of evolution theory and other basic theories and methods, this paper analyzes the topic of "Industrial Innovation system Cooperative Evolution Theory and performance Evaluation method". This paper expounds the theory of industrial innovation and industrial innovation system, analyzes in detail the composition module, structure and function of industrial innovation system. Secondly, it studies the evolution mechanism of industrial innovation system and the co-evolution theory of industrial innovation system. According to the above theory, the performance evaluation model and evaluation index system of industrial innovation system are constructed. According to the above model, five high-tech industry innovation systems in China are taken as an example. The paper analyzes the operating performance and evolution of the five high-tech industry innovation systems in detail, and makes a comparative analysis. Finally, it analyzes the causes of "system failure". The above research provides a strong train of thought for the development of industrial innovation system research in China, and provides a favorable basis for policy makers to formulate relevant policies, which has a certain pioneering and practical significance.
