【摘要】：一個(gè)國(guó)家的財(cái)政能力對(duì)利益分配結(jié)構(gòu)的形成具有重要作用。經(jīng)驗(yàn)表明,作為國(guó)家財(cái)政能力的核心內(nèi)容,"兩個(gè)比重"對(duì)利益分配結(jié)構(gòu)的調(diào)整具有重要的平衡、穩(wěn)定作用,類似于利益分配結(jié)構(gòu)的"壓艙石"。盡管如此,兩個(gè)比重的增加并不是隨意的。"壓艙石"需要有一定的分量才能保持利益分配結(jié)構(gòu)的平衡,但是分量過(guò)大也可能適得其反。并且,兩個(gè)比重的增加也要受到經(jīng)濟(jì)發(fā)展水平、結(jié)構(gòu)以及制度建設(shè)和相關(guān)技術(shù)發(fā)展程度的制約。
[Abstract]:The financial capacity of a country plays an important role in the formation of the benefit distribution structure. Experience shows that, as the core content of the national financial capacity, the "two proportions" play an important role in balancing and stabilizing the adjustment of the benefit distribution structure. "ballast stone" similar to the benefit distribution structure. However, the increase in two specific gravity is not random. Ballast stones require a certain amount of weight to maintain the balance of the benefit distribution structure, but too much weight can also be counterproductive. The increase of the two proportion is also restricted by the level of economic development, the structure, the system construction and the development of related technology.
