【摘要】：排污權交易是對科斯定理的實踐應用,是環(huán)境經(jīng)濟政策的一項新的環(huán)保手段,是環(huán)境管理的發(fā)展方向,其設計和應用也是對我國現(xiàn)有制度的一次創(chuàng)新,對我國經(jīng)濟發(fā)展和環(huán)境保護之間矛盾的解決將起到積極的作用,對我國可持續(xù)發(fā)展事業(yè)也有重要意義。 美國是最早實行排污權交易的國家,并且其應用已經(jīng)接近成熟,歐盟等發(fā)達國家的排污權交易市場也日漸成熟,這些為我國排污權交易的實施具有重要的借鑒意義。我國的排污權交易雖然起步較晚,但是近年來已經(jīng)取得了較大的成績,由于我國有著不同于發(fā)達國家的基本國情,例如市場經(jīng)濟體系不完善、法律體制不健全、地區(qū)發(fā)展不平衡、污染源較為分散等,這些對排污權交易的全國性實施形成了一定的壁壘,由此區(qū)域性的排污權交易成為現(xiàn)在研究的重要內(nèi)容,并且它是與現(xiàn)有制度政策能夠結合的更好的新制度。因此它成為符合我國現(xiàn)階段發(fā)展需要的、具有中國特色的一項環(huán)保制度。 本研究以科斯定理作為基本理論基礎,緊緊圍繞區(qū)域排污權交易問題展開論述,本著發(fā)現(xiàn)問題、研究分析問題、解決問題的思路,運用了比較分析、綜合分析等研究方法,主要介紹了區(qū)域排污權交易的內(nèi)涵、理論基礎,針對我國排污權交易的現(xiàn)狀和出現(xiàn)的問題,通過參考國外排污權交易的經(jīng)驗、借鑒其方法等提出了符合我國實際需要且有效的解決對策。
[Abstract]:Emission trading is the practical application of the Coase Theorem, a new environmental protection means of environmental economic policy, and the development direction of environmental management. Its design and application is also an innovation to the existing system of our country. It will play a positive role in solving the contradiction between economic development and environmental protection in China, and it will also play an important role in the cause of sustainable development of our country. The United States is the first country to implement emission trading, and its application has been nearly mature, the European Union and other developed countries emissions trading market is also increasingly mature. These are of great significance for the implementation of emission trading in China. Although the emission trading started late in China, it has made great achievements in recent years. Because our country has the basic national condition which is different from the developed country, for example, the market economy system is not perfect, the legal system is not perfect, the area development is not balanced, the pollution source is relatively scattered, etc. These national implementation of emission trading has formed a certain barrier, thus the regional emissions trading has become an important content of research. And it is a better new system which can be combined with the existing institutional policies, so it has become an environmental protection system with Chinese characteristics which meets the needs of the development of our country at the present stage. This research takes the Coase theorem as the basic theory foundation, tightly revolves around the regional emission right trading question to launch the elaboration, in the spirit of the discovery question, the research analysis question, the solution question mentality, has used the comparative analysis. Comprehensive analysis and other research methods, mainly introduced the connotation of regional emissions trading, theoretical basis, in view of the current situation and problems of emissions trading in China, through reference to the experience of foreign emissions trading. Some effective countermeasures are put forward to meet the practical needs of our country.
