【摘要】:經(jīng)濟(jì)發(fā)展過(guò)程是滿足人類需要的機(jī)會(huì)創(chuàng)造、發(fā)現(xiàn)和利用的過(guò)程。經(jīng)濟(jì)發(fā)展水平取決于機(jī)會(huì)創(chuàng)造、發(fā)現(xiàn)和利用的水平。與機(jī)會(huì)發(fā)現(xiàn)相聯(lián)系的利益團(tuán)體要求適應(yīng)自身活動(dòng)需要的制度和公共產(chǎn)品供給,它們的力量對(duì)比決定主導(dǎo)地位的制度和文化。而制度和文化決定了人們活動(dòng)的激勵(lì)從而決定技術(shù)和知識(shí)的增長(zhǎng)速率進(jìn)而決定機(jī)會(huì)擴(kuò)展以及發(fā)現(xiàn)的可能和利用機(jī)會(huì)的成本。文化和制度決定人類社會(huì)發(fā)展的實(shí)績(jī),從而始終處于人類社會(huì)發(fā)展的核心。 人類社會(huì)發(fā)展的歷史就是文化、制度與經(jīng)濟(jì)發(fā)展互相推動(dòng)的歷史。人類認(rèn)識(shí)能力的有限性和對(duì)未來(lái)的實(shí)踐的無(wú)知使得人們只能通過(guò)縱向和橫向試錯(cuò)競(jìng)爭(zhēng)機(jī)制發(fā)現(xiàn)合理的制度。通過(guò)試錯(cuò)發(fā)現(xiàn)不適于人類文化價(jià)值實(shí)現(xiàn)的行為,并把規(guī)則限制在人類可以理解的壞行為的限制下給予人們的行動(dòng)自由予以保護(hù),這樣才能在分散的試錯(cuò)中發(fā)現(xiàn)并實(shí)施有利于人類文化價(jià)值實(shí)現(xiàn)的規(guī)則,建立動(dòng)態(tài)中完善、積累的規(guī)則體系。民主替代競(jìng)爭(zhēng)和地方自治結(jié)合制度推動(dòng)了穩(wěn)定推進(jìn)的一般普適規(guī)則的供給。政治外在規(guī)則的一般普適規(guī)則確立,使人們可以在基于一般規(guī)則的信任的基礎(chǔ)上的匿名網(wǎng)絡(luò)——市場(chǎng)上活動(dòng),推動(dòng)了發(fā)展,并且使得個(gè)體利用歧視性行為規(guī)則的社會(huì)資本的必要性降低,從而有利于文化由基于團(tuán)結(jié)的集體主義或宗法主義向基于對(duì)大組織的信任的現(xiàn)代文化轉(zhuǎn)型。 憲政制度的確立從根本上有利于人們形成對(duì)基于一般規(guī)則的匿名開(kāi)放網(wǎng)絡(luò)——市場(chǎng)的信任發(fā)展市場(chǎng)經(jīng)濟(jì)和文化向建立在對(duì)外部普適正規(guī)規(guī)則的依賴為特征的現(xiàn)代文化轉(zhuǎn)型,市場(chǎng)經(jīng)濟(jì)發(fā)展是文化轉(zhuǎn)型的另一推動(dòng)力。文化、制度和經(jīng)濟(jì)發(fā)展的良性互動(dòng)過(guò)程就是社會(huì)向基于對(duì)開(kāi)放的保護(hù)自由的一般規(guī)則的信任為基礎(chǔ)的現(xiàn)代社會(huì)轉(zhuǎn)型過(guò)程。市場(chǎng)機(jī)制的確立和憲政框架下普適一般規(guī)則的供給是構(gòu)建現(xiàn)代社會(huì)的基礎(chǔ)。
[Abstract]:The process of economic development is the process of opportunity creation, discovery and utilization to meet human needs. The level of economic development depends on opportunity creation. Level of discovery and utilization. Interest groups associated with opportunistic discovery require institutional and public goods supply adapted to the needs of their activities. Their balance of power determines the institutions and cultures that dominate. And institutions and cultures determine the incentives for people's activities, and thus the rate of growth of technology and knowledge, which in turn determines the expansion of opportunities and the possibilities of discovery and utilization of opportunities. Culture and institutions determine the performance of human social development. Thus always in the core of the development of human society. The history of the development of human society is culture. The history of the interaction between institutions and economic development. The limitation of human cognitive ability and ignorance of future practice make it possible to find reasonable institutions only through vertical and horizontal mechanisms of trial and error competition. The act of realizing human cultural values. And limit the rules under the limits of human understandable bad behavior to give people freedom of movement to protect, so as to find and implement the rules conducive to the realization of human cultural value in the scattered trial and error. The establishment of dynamic perfect and accumulated rules system. The combination of democratic alternative competition and local autonomy promotes the supply of general universal rules and the establishment of general universal rules of political external rules.
