【摘要】： 次貸危機(jī)演變?yōu)槿蛐缘慕鹑谖C(jī)并在2008年年底影響到各國的實(shí)體經(jīng)濟(jì),各國政府根據(jù)本國的具體情況實(shí)施積極的財(cái)政政策和貨幣政策對(duì)產(chǎn)業(yè)進(jìn)行救助。在這樣的背景下研究各國歷史上和現(xiàn)階段的產(chǎn)業(yè)救助政策及其效應(yīng),進(jìn)而對(duì)我國的產(chǎn)業(yè)救助政策實(shí)施形式和具體方式進(jìn)行研究和論述,使得本文的研究具有重大的現(xiàn)實(shí)意義和理論意義。 本文在“理論研究以解決現(xiàn)實(shí)問題為目的、理論研究以現(xiàn)實(shí)經(jīng)驗(yàn)為出發(fā)點(diǎn)”的前提下,研究將采取以下方法:以文獻(xiàn)研究與評(píng)價(jià)基礎(chǔ)上把握理論框架:對(duì)國內(nèi)外產(chǎn)業(yè)救助政策理論進(jìn)展進(jìn)一步把握;分析影響產(chǎn)業(yè)救助政策實(shí)施的相關(guān)因素;以國內(nèi)外政策效應(yīng)比較分析增強(qiáng)結(jié)論的說服力:研究借鑒國外產(chǎn)業(yè)救助政策以及相關(guān)的效應(yīng),深化對(duì)產(chǎn)業(yè)救助政策的認(rèn)識(shí)。并對(duì)國外相關(guān)政策及其政策背景進(jìn)行比較研究。通過對(duì)產(chǎn)業(yè)救助政策在各國實(shí)施的具體情況的比較,結(jié)合我國現(xiàn)階段產(chǎn)業(yè)發(fā)展的具體情況,對(duì)產(chǎn)業(yè)救助政策的實(shí)施形式以及進(jìn)入和退出的機(jī)制進(jìn)行深入研究和分析,提高我國在金融危機(jī)下實(shí)施產(chǎn)業(yè)救助政策的有效性。 本文提出并肯定了危機(jī)中政府產(chǎn)業(yè)救助的觀點(diǎn)并在肯定政府產(chǎn)業(yè)救助的觀點(diǎn)下,提出產(chǎn)業(yè)救助的原則。本文試圖通過理論與實(shí)踐分析的研究基礎(chǔ)上,對(duì)我國現(xiàn)階段的產(chǎn)業(yè)救助政策進(jìn)行評(píng)價(jià)和分析,提出有利于我國在金融危機(jī)沖擊下實(shí)現(xiàn)產(chǎn)業(yè)循環(huán)的產(chǎn)業(yè)救助政策建議,穩(wěn)定我國宏觀經(jīng)濟(jì)的發(fā)展,實(shí)現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整。
[Abstract]:The subprime mortgage crisis developed into a global financial crisis and affected the real economy of various countries at the end of 2008. The governments of various countries carry out active fiscal and monetary policies according to their specific conditions to help the industry. In this context, the paper studies the industrial rescue policies and their effects in the history and present stage of each country. Then, the paper studies and discusses the implementation form and concrete way of industrial rescue policy in China, which makes the research of this paper have great practical and theoretical significance. This paper is based on the premise that theoretical research aims at solving practical problems and theoretical research takes practical experience as the starting point. The research will adopt the following methods: to grasp the theoretical framework on the basis of literature research and evaluation: to further grasp the theoretical progress of industrial rescue policy at home and abroad; Analysis of the relevant factors affecting the implementation of industrial rescue policy; This paper makes a comparative analysis of the domestic and foreign policy effects to enhance the persuasion of the conclusions: to study and draw lessons from the foreign industrial rescue policies and related effects. To deepen the understanding of the industrial rescue policy. And to make a comparative study of the relevant foreign policies and their policy background. Through the industrial rescue policy in various countries to implement the specific situation of comparison. Combined with the specific situation of China's current industrial development, the implementation of industrial rescue policy and the mechanism of entry and exit are deeply studied and analyzed. Improve the effectiveness of China's industrial rescue policy under the financial crisis. This paper puts forward and affirms the viewpoint of government industry rescue in crisis and puts forward the principle of industry rescue under the viewpoint of affirming government industry rescue. This paper attempts to analyze the theory and practice on the basis of the research. This paper evaluates and analyzes the industrial rescue policy of our country at the present stage, and puts forward some suggestions to help our country realize the industrial circulation under the impact of the financial crisis, so as to stabilize the development of our country's macro-economy. Realize the adjustment of industrial structure.
